<br />~ <br /> <br />~ <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />Attachment #3 <br /> <br />Plan for Requesting the Assistance and <br />Participation ofthe Ruedi Water and <br />Power Authority (RW AP A) in the <br />Roaring Fork Multi-Objective Study <br /> <br />Background <br />Attendees at the September 15,1997 Roaring Fork Multi-Objective meeting in Basalt <br />agreed that the quality and usefulness of the study would be improved increased if there <br />were local involvement in the management of the study from the beginning. They also <br />stated that the likelihood of implernenting some or all of its recommendations would be <br />greatly enhanced with local involvement. It was also agreed that working with existing <br />entities would be preferable to proposing the creation of new entities. The entity that was <br />recommended as a potential partner was the Ruedi Water and Power Authority <br />(RWAPA). <br /> <br />Recommended Role for RW AP A <br />The recommendation was that R W AP A would have a role, of direct oversight of the <br />consultant retained to perform the study. The CWCB would still serve as the overall <br />project manager and as fmal authority on whether agreed-upon project milestones were <br />being appropriately met. The CWCB staffwould still meet regularly with local partners <br />during the study. The CWCB would not maintain a continuous presence in the Roaring <br />Fork valley during the course of the study and would not attempt to create an entirely <br />new network of contacts in the valley as part of the study effort. The CWCB would <br />maintain an ongoing interest in the Roaring Fork valley and in the river issues addressed <br />in the Multi-Objective Study, but CWCB staffwould not be directly involved in the <br />implementation of any of the study's recommendations after the study was completed. <br /> <br />Initial Contact With RW AP A <br />Initial contact with R W AP A has occurred through discussions with Mark Fuller, who <br />provides staff support to RWAPA. He stated that their Board was aware of the project <br />and was supportive of it. At their request, CWCB staff attended the R W AP A Board <br />meeting on the evening of Thursday, November 13, 1997 to make a presentation about <br />the study. There was also preliminary discussion with Board members about possible <br />R W AP A participation in the study. They stated that they needed more information about <br />how such participation would work and, particularly, what CWCB financial support, if <br />any, might be possible to pay for RWAPA expenses before they could even make any <br />verbal commitments. <br /> <br />Proposed Letter to RWAPA from CWCB and DNR <br />Our recommendation is that a letter frorn Chuck and Jim Lochhead be sent to the <br />RWAPA Board of Directors. I believe that Jim Lochhead's support ofa request from a <br />Division within his Department would be very helpful. Mark Fuller said in a memo to <br />me regarding this matter, "Jim, being a local to the valley, has a recognized and <br />respected name here and his signature will carry some clout." <br />
