They are listed below in order, from most important to less important. <br />The purpose of this hierarchy is to assure that there is some degree of agreement about <br />which issues are most important to include in the Scope of Work and which issues are <br />less important to include in the Scope of Work. The Scope of Work should be written to <br />ensure: I) significant effort by the consultant on important issues and 2) less effort (if <br />any) by the consultant on less important issues. Some issues may need to be addressed <br />by someone other than the consultant, such as local governments, interest groups, or <br />individual citizens. <br /> <br />....... <br /> <br />Hierarchy of Issues <br /> <br />High Priority Issues <br /> <br />I) Maintenance/protection of the floodplain <br /> <br />2) Provision of public access to the river <br /> <br />3) Protection of riparian and river habitat <br /> <br />e <br /> <br />4) Protection of existing infrastructure, such as roads, sewage treatmentfacilities and <br />water delivery facilities <br /> <br />Medium Priority Issues <br /> <br />5) Explicit comparison of "mechanical" approaches to river problems versus <br />"biological" approaches <br /> <br />6) Clarification of existing regulatory requirements to properly owners and local <br />officials <br /> <br />Moderate Priority Issues <br /> <br />7) Effects of trans basin diversions on flooding <br /> <br />8) Water quality issue identifICation (only for selected sites) <br /> <br />- <br />-, <br />
