Upper Platte and Beaver Canal Company

Introduction
The Upper Platte and Beaver Canal Company (UPBCC) is applying for a $67,500 Small Project
Loan to construct a well augmentation project on Badger Creek. The estimated total cost of the
project is $75,000. Please see the attached project summary and map.

Backaround
The UPBCC, located in Morgan County, operates the Upper Platte and Beaver Canal for the
benefit of the shareholders by providing direct flow irrigation water to an 11 ,OOO-acre service area.
The diversion is located on the South Platte River, about one mile northeast of Fort Morgan. The
eXisting delivery system consists of the diversion and 35 miles of canal, constructed in the late
1800's. The diversion was rehabilitated in 2002, using funds from a CWCB Emergency Loan.

There are 97 junior irrigation wells under the Upper Platte and Beaver system. These wells must
be augmented to cover depletions, in order to pump. The UPBCC operates an existing project
that generates well augmentation credits; however these credits are not sufficient to cover all the
wells. The UPBCC wishes to construct two additional recharge ponds to be filled from the Upper
Platte and Beaver Canal, under the Company's current augmentation decree.

Feasibilitv Studies
Brent Nation, P.E., of Nation Engineering Services, Inc. has completed the feasibility study. The
study includes an assessment of alternatives available for construction of an augmentation project
on Badger Creek.

The UDDer Platte and Beaver Canal ComDanv
The UPBCC is a mutual ditch company and a non-profit corporation registered in the State of
Colorado. There are 100 shareholders and 1187 shares of stock. The UPBCC has the power to
set annual assessments to be paid by the shareholders, the power to cut off water deliveries to
shareholders that fail to pay their assessments, and the power to acquire and sell the shares of
delinquent shareholders.
