This was one of <br /> three interim wate~ committee recommendations <br />HB 02-1041 Rippy Severance Tax Operational Account Balance -- Requires a two- <br /> year balance to be kept in the fund. <br />HB 02-1096 Jameson Public Works Plan -- Requires municipality and counties with <br /> certain populations and growth rates to create and implement <br /> public works olans; <br />HB 02-1107 Johnson / Lamborn Private Property Owner Protection -- Creates a cause of action <br /> against regulatory takings, <br />HB 02-1110 Scott / Tate Bonds -- Authorizes metro sewage districts to create bonded <br /> indebtedness without an election. <br />HB 02-1118 Scott / Reeves WP A - Expands their small projects loan authority and expands <br /> , emergencv oowers, <br />HB02- Hoppe / Isgar et al CWCB Water PrQjects Bill- Annual legislation authorizing the <br />XXXX expenditure of fun~s from the Construction Fund and Severance <br /> Tax Perpetual Base Account.
