<br />The meeting recessed at 12:00 noon for lunch and reconvened at I:OO p.m. <br />with Mr. Stapleton. Chairman. again presiding. <br /> <br />I <br /> <br />Mr. Stapleton: We will call the meeting to order. Is Mr. Klein here? <br />I don't want to get everything out of gear. but it was my impression <br />that we were going to wait for Mr. Klein to hear from Senator Dominick's <br />office. <br /> <br />Mr. 'Ford: I would suggest that we go to number 4. <br /> <br />T.i: : <br /> <br />Mr ;:c'Stapleton: All right. Let's then, unless there is objection, go to <br />number 4 and we will come back to number 3 when we hear from Mr. Klein. <br />That is the establishment of minimum stream flows on the Fryingpan. <br />There is a memorandum from the director dated June 14. Most of you had <br />an opportunity to go over the area yesterday. Larry. will you start <br />our discussion on this matter. <br /> <br />I <br /> <br />Mr. Sparks: This proposal originates out of Senate Bill 97. recently <br />enacted by the legislature. directing this board to make appropriations <br />on behalf of the people of the state of Colorado for the purpose of the <br />reasonable protection of the environment. The principal criteria that <br />we are now applying to minimum stream flows is for sufficient water to <br />sustain the fish and aquatic life in the various streams. We don't know <br />exactly how many miles of streams are involved. but we estimate somewhere <br />between ten to fifteen thousand miles of stream are involved in this <br />classification. This means many years of effort. It will require a lot <br />of cooperation on the part of the state and federal agancies involved. <br />We have already established a small cooperative committee consisting of <br />representatives of our board. the Division of Parks and Outdoor Recreation. <br />the Division of Wildlife. Bureau of Sport Fisheries and Wildlife and the <br />United States Forest Service. And where appropriate. other federal and <br />state agencies. We had a very handy starting point. That was the <br />operating principles for the Fryingpan-Arkansas project. Many years <br />went into the negotiation of those operating principles. They were <br />approved by Congress and made a part of the act which authorized the <br />Fryingpan-Arkansas project. Consequently. we had minimum stream flows <br />established at particular points. However. those points only affected <br />the release at that given point. It did not protect the stream below <br />the release points. What' .we have ,proposed :in this memorandum is entire <br />sections of the stream which would be an extension of the operating <br />principles of the Fryingpan-Arkansas project. <br /> <br />We have had several meetings in the last few years since the project <br />became operational with reference to these minimum stream flows.
