Mr. Berthelson: May I ask one more question?

Mr. Stapleton: Yes.

Mr. Berthelson: I would like to speak to Mr. Hauk of the Forest Service.
Under what regulation do you prohibit the use of chain saws or other non-
vehicular machinery. such as perhaps electric shavers?

I

Mr. Hauk: It is a formalized regulation based upon an interpretation of
the Wilderness Act.

Mr. Berthelson: You realize of course don't you Paul. that if you carry
this out literally it becomes an absurdity.

. Mr. Hauk: Well. I think it would be great if your group. or the Cattle-
men's Association would get together with the wilderness groups, the
Wilderness Society. the Sierra Club. and so forth. to suggest a more
reasonable interpretation.

Mr. Berthelson: There is a possihility, though? You see some light in
the future that more reasonable regulations might be adopted?

Mr. Stapleton: That is like whistling in the dark. down a dark tunnel
at midnight:

Mr. Ten Evck: Mr. Chairman. I believe that the Chief of the Forest
,,' Service is simply interpreting the law that says that no mechanized or
motorized equipment will be there. I think that carried to its ultimate
extreme. that means electric razo~s.

Mr. Stapleton: Si. I don't think that has anything to do with our dis-
cussion here. I have a lot of questions about TWo Lazy Seven trails in
Aspen. but I thought I would talk about those afterwards myself. Please
stay for lunch:

Larry. I talked with you about this matter. and it is my understanding
if we support Senate Bill 702. then the Rocky Mountain project and the
Colorado River District project are both dead. Is that correct?

I

Mr. Sparks: If we support 702 with the inclusion of the Meadows area.
that assumption is correct.

Mr. Ten Evck: Mr. Chairman. may 1 speak to that point? I have the firm
conviction that the way the energy situation is changing we in Colorado

-42-
