For the national contribution this will make the solution of <br />that problem and I think in many ways we may be better off to have what- <br />ever degree of protection that it be to us as a state. Otherwise. I <br />think the rest of the country is going to look on Colorado and other <br />western states here as their energy basket, so to speak. and we are <br />going to be at their mercy rather than calling the tune ourselves. <br /> <br />Mr. Stapleton: I am trying to get down to basics. Rollie. do you agree <br />with that premise? <br /> <br />Mr. Rollie Fischer: I think it is probably dead. but not embalmed. <br /> <br />Mr. Stapleton: Why don't you sUbject yourself to the question? If we' <br />support this resolution. is your project dead? <br /> <br />Mr. Rollie Fischer: <br />parts of the project <br />posal. <br /> <br />I think that is true with the exception of those <br />which are not in conflict with the wilderness pro- <br /> <br />Mr. Stapleton: Let me pursue that further. Rollie. If we support this <br />resolution. the board will take the position that both of these projects <br />are dead and there will be no more decision except at Presidential level <br />about them. <br /> <br />Mr. Rollie Fischer: I think as an engineer and practicing lawyer this <br />is probably so. <br /> <br />Mr. Stapleton: You people have been litigating back and forth since <br />about 1966 or thereabouts. I don't think this board should be stepping <br />in and taking a position that kills one and doesn't kill another. All <br />I want to know is. that if we have it in the record here. if we pass the <br />resolution. and I might say at this point I think it is premature. but <br />if we do. then the Colorado River Board will not come back to this board <br />or the citizens of the state nor will we entertain anything with Rocky <br />Mountain Power Company about your two projects that are dead unless we <br />go to a higher echelon. Is that what we are talking about? <br /> <br />Mr. Rollie Fischer: It appears so. <br /> <br />Mr. Stapleton: I want to get down to some basic facts that we can judge <br />from.
