I

I

within the wilderness area and I live thirty miles up the White River
and we contend with the environmentalists every day. Like I say. we are
trying to live with them. I think they want too much too fast. but some
way we will balance this thing out. I want to say again that the river
even if left alone is less than adequate for the future of the valley.
To designate this area and stop any future exportation from the area I
think it is the only way to go.

Mr. Stapleton: Thank you. Si. What is the attitude of the Governor in
this matter. Mr. Ten Eyck?

Mr. Ten Evck: I would like to report to you about the hearings held in
Denver by Senator Haskell and attended also by Senator Dominick. The
only statements made at that hearing by any part of the state government
were made by our Division of Wildlife. They were fairly guarded. cautious
comments because they hadn't had an opportunity to touch base with the
Governor prior to their testimony.

After that hearing. the Wildlife people and I met with the Governor.
The Governor said that he had. about two years ago. supported with
Senator Allott essentially the boundaries proposed by the Division of
wildlife which was then Game. Fish and Parks. which were somewhat between
the original '66 or '67 Forest Service proposal and the COSC outer limit
boundaries. At that time, still not fully satisfied about what the
situation might have been with the southwestern water sites. we still
supported their omission. The Governor has since conveyed in a letter
to Senator ~askell. with a copy to Senator Dominick. his renewed support
of the Division of Wildlife boundaries as they existed in the earlier
recommendation urging the inclusion of previously excluded upper White
River water reservoir sites.

That meeting with the Governor took place before the date of this memo
to the board by Larry Sparks. The Gov~rnor was aware, but didn't comment
to me on it. I learned of Larry's earlier discussion with the Governor
in t~is regard and the Governor's acceptance that we no longer need to
exclude that portion. The Wildlife people recommended that the Meadows
area now be included in the recommendations. The Governor supported
that. It has been the Governor's position to support the earlier recom-
mendation of the Division of Wildlife, plus the addition of these res-
ervoir sites which had previously been excluded. I checked with the
Governor's office today and that has gone forward and has been acknowl-
edged by both Senators Dominick and Haskell.

Mr. Stapleton: Thank you. Tom.

-41-
