<br />Mr. Vandemoer: Before discussion, Mr. Chairman, I suggest we change our <br />motion to that, that we do authorize the study, but that we don't take <br />a stand on the final recommendation for the . . . <br /> <br />Mr. ,'Stapleton: Mr. Kuiper. <br /> <br />I <br /> <br />Mr. Kuiper: Mr. Chairman, two comments. I think our experience with the <br />federal government is that a study usually results in a project. I don't <br />know that we have ever made a study in the federal government that didn't <br />result in a project. That's one comment. <br /> <br />Mr. Ten Evck: I could give you a long list. Reclamation's backlog, for <br />instance, that have not resulted in projects. <br /> <br />Mr. Kuiper: But they are projects and they are authorized for construc- <br />tion. Now the second comment. Has the federal government done any work <br />in here investigating dam sites for power? If we do get into the problem, <br />or we find that we are in serious trouble with Rainbow Bridge, aren't <br />we going to be looking for power sites? And from those pictures. Duane, <br />it looked like there were some pretty fair power sites in there. <br /> <br />Mr. Helton: Real good dam sites. <br /> <br />Mr. Kuiper: With the energy shortage, I am not sure we shouldn't think <br />about this pretty carefully. <br /> <br />Mr. Stapleton: Now before I get lots of waving of hands out in the <br />audience, it is our policy that the questions be asked by the members of <br />the board first and then we will ask for comments or questions from the <br />audience. I am just trying to see if we have explored the questions from <br />the board at this time so I will now ask members of the audience if they <br />want to ask questions. Representative Spano. <br /> <br />Representative Spano: Was there a motion made? <br /> <br />Mr. Stapleton: No, no, there has been no motion made here. Represen- <br />tative Spano, we are delighted to have you here and are there any of your <br />colleagues from the legislature here besides yourself?
