<br />Mr. Vandemoer: But it doesn't mention anything about pollution under <br />scenic rivers? <br /> <br />I Mr. Sparks: No, it does not. <br />Mr. Burr: Mr. Chairman. <br />Mr. Stapleton: Yes, sir. <br /> <br />Mr. Burr: On this water again, generally on the forest you can be fined <br />for trespassing. So if there was a scenic area there and it was handled <br />like a forest, they would be forced to fence this piece of ground to <br />keep the~ from trespassing. Therefore, if it was fenced, there would be <br />no way to have a watering hole for these cattle for miles in that section <br />of the country. So I think rather than just heresay on this thing, we <br />should do a little more study on the proposition and make sure that you <br />are not cutting off a water hole from somebody and cutting off a lot of <br />land for grazing because it takes a lot of land in that country, over <br />50 acres to the critter. <br /> <br />Mr. Williams: Mr. Chairman, may I comment just a moment in going back <br />to what Freddy said. I think that we should take a positive stand on <br />the study. I know that a great many fears about what will happen in the <br />future exist. But let's get the study and find out what these things <br />are and then we will have an opportunity to make objections to the <br />findings. <br /> <br />Mr. Stapleton: Well Dick, that isn't what the recommendation says here <br />as I understand it. It says, "It i9 further recommended that if the <br />legislation passes, this board lend its support to the designation of <br />the described portion of the Colorado River system." If all you are <br />asking is that we support a study, that is a horse of a different color. <br /> <br />Mr. Williams: I was going on to the third line at the beginning, to <br />authorize the study portion. <br /> <br />M~. Sparks: It will depend on the motion adopted by this board. It can <br />certainly be restricted to that without any problem. <br /> <br />I <br /> <br />Mr. Stapleton: Isn't it recommended by the committee that the board <br />lend its support? I think the questions I have addressed myself to and <br />others have is that we are perfectly willing to have the study go on, <br />but we want to have some of these questions answered and discussed <br />beforehand. <br /> <br />-13- <br />
