Mr. Vandemoer: But it doesn't mention anything about pollution under
scenic rivers?

I Mr. Sparks: No, it does not.
Mr. Burr: Mr. Chairman.
Mr. Stapleton: Yes, sir.

Mr. Burr: On this water again, generally on the forest you can be fined
for trespassing. So if there was a scenic area there and it was handled
like a forest, they would be forced to fence this piece of ground to
keep the~ from trespassing. Therefore, if it was fenced, there would be
no way to have a watering hole for these cattle for miles in that section
of the country. So I think rather than just heresay on this thing, we
should do a little more study on the proposition and make sure that you
are not cutting off a water hole from somebody and cutting off a lot of
land for grazing because it takes a lot of land in that country, over
50 acres to the critter.

Mr. Williams: Mr. Chairman, may I comment just a moment in going back
to what Freddy said. I think that we should take a positive stand on
the study. I know that a great many fears about what will happen in the
future exist. But let's get the study and find out what these things
are and then we will have an opportunity to make objections to the
findings.

Mr. Stapleton: Well Dick, that isn't what the recommendation says here
as I understand it. It says, "It i9 further recommended that if the
legislation passes, this board lend its support to the designation of
the described portion of the Colorado River system." If all you are
asking is that we support a study, that is a horse of a different color.

Mr. Williams: I was going on to the third line at the beginning, to
authorize the study portion.

M~. Sparks: It will depend on the motion adopted by this board. It can
certainly be restricted to that without any problem.

I

Mr. Stapleton: Isn't it recommended by the committee that the board
lend its support? I think the questions I have addressed myself to and
others have is that we are perfectly willing to have the study go on,
but we want to have some of these questions answered and discussed
beforehand.

-13-
