at this meeting, does it have any effect on our position in that liti-
gation?

Mr. Moses: I don't believe it would.

I

Mr. Sparks: Actually, some of those natural bridges are probably out of
the area which would be included in the scenic river designation. Those
would probably have to come under another type of designation such as a
primitive area or something of that sort. It is not likely that they
could be included because of the limitation on the wild river acreage.

Mr. Nelson: Part of them are on private land.

Mr. Sparks: Yes, some of those are on private land. There are cattle
grazing permits and some private land. The only commercial use is almost
exclusively for grazing. There is considerable use made of the area for
recreation, hiking, boating, artifact hunting and this type of activity.
The principal use now is for recreation and outdoor type activities.

Mr. Ford: Would this have any effect on the ability of the cattle and
sheep to water in the river?

Mr. Sparks: No. As far as I know, they can still water in the river.

Mr. Burr: Do you anticipate any trouble with the 20 percent of the
privately owned land?

Mr. Sparks: Any time you have private land owners, you can anticipate
trouble, Clarence. You being a large land owner can testify to that.

Mr. Burr: Does this board then have to do the condemning?

Mr. Sparks: No. We have nothing to do with it. This would be at 100
percent federal expense.

Mr. Burr: They will probably fix the grazing rights so the cattle can't
come in on the river. They will have to probably shoe the cattle so
that they can get over that rough ground and get a little farther up the
river or down the river.

I

Mr. Sparks: I don't know that there is. Is there anybody here from the
Bureau of Land Management?

Mr. Helton: We have someone from BOR.

-8-
