I I what effect will it have upon the existing or potential water resource development of the state of Colorado. I think that is the primary responsibility of this board. We also look at the other aspects. I think we have an obligation to the citizens of this state to protect the natural environment insofar as possible in consideration of the needs of people for water supplies. That is a rather vague explanation. but that is the best I can do with it. Mr. Stapleton: Is this the first action the board has taken of this type? Mr. Sparks: Yes, This is the first bill that has been introduced into the Congress to authorize a study of potential wild river areas in Colorado. This bill does not actually authorize the inclusion of this area into the system. It merely authorizes the study. Mr. Williams: Larry, I think some of the people might be interested in - furthering Duane's explanation there, that most of the rough water was all in Utah, The smooth water, smooth sailing, was before we ever got to the state line. So don't confuse the rough water with the Colorado area. Mr. Sparks: Yes, as I understand it, Senator Moss is contemplating adding to this bill another bill which would affect the state of Utah to include about a thirty-mile stretch of the river that you saw in Utah. If both bills pass, one study would be made of the entire length. Mr. Stapleton: I was going to ask that question. What correspondence have you had with your counterparts in Utah in regard to this recom- mendation? Mr. Sparks: None. We have considered that a Utah problem. Mr. Ford: Larry, what effect would that have on any projects above that point? Mr. Sparks: It would have no effect upon any existing water rights in the state of Colorado. Mr. Stapleton: The next question I have then. I happened to see some natural bridges. That reminded me of that natural bridge at Lake Powell. I would like to ask our attorney.
