I think that is the primary <br />responsibility of this board. <br /> <br />We also look at the other aspects. I think we have an obligation to the <br />citizens of this state to protect the natural environment insofar as <br />possible in consideration of the needs of people for water supplies. <br />That is a rather vague explanation. but that is the best I can do with <br />it. <br /> <br />Mr. Stapleton: Is this the first action the board has taken of this <br />type? <br /> <br />Mr. Sparks: Yes, This is the first bill that has been introduced into <br />the Congress to authorize a study of potential wild river areas in <br />Colorado. This bill does not actually authorize the inclusion of this <br />area into the system. It merely authorizes the study. <br /> <br />Mr. Williams: Larry, I think some of the people might be interested in - <br />furthering Duane's explanation there, that most of the rough water was <br />all in Utah, The smooth water, smooth sailing, was before we ever got <br />to the state line. So don't confuse the rough water with the Colorado <br />area. <br /> <br />Mr. Sparks: Yes, as I understand it, Senator Moss is contemplating <br />adding to this bill another bill which would affect the state of Utah <br />to include about a thirty-mile stretch of the river that you saw in Utah. <br />If both bills pass, one study would be made of the entire length. <br /> <br />Mr. Stapleton: I was going to ask that question. What correspondence <br />have you had with your counterparts in Utah in regard to this recom- <br />mendation? <br /> <br />Mr. Sparks: None. We have considered that a Utah problem. <br /> <br />Mr. Ford: Larry, what effect would that have on any projects above that <br />point? <br /> <br />Mr. Sparks: It would have no effect upon any existing water rights in <br />the state of Colorado. <br /> <br />Mr. Stapleton: The next question I have then. I happened to see some <br />natural bridges. That reminded me of that natural bridge at Lake Powell. <br />I would like to ask our attorney.
