<br />the river, up at the main canyon there. This is a portion of Ruby Canyon <br />called Black Rock. This is a very scenic area. <br /> <br />This is the mouth of Moore Canyon, another interesting side canyon. <br />Knowles canyon. There are apparently Indian ruins in the slide there. <br />This is near the state line. <br /> <br />I <br /> <br />This is in Utah. This is looking over the Westwater area. This is the <br />cultivated area that Mr. Sparks talked about. There are no diversion <br />facilities that have been constructed, but people pump directly from the <br />river. <br /> <br />Westwater area. This is the beginning of Westwater Canyon. Westwater <br />Canyon is probably one of the better white water canyons that are left <br />in the country. This is the very beginning. Another view. This is a <br />view from the river. On the right of the slide there is an old pros- <br />pector's shack, essentially in the same state as when he left it. This <br />is the beginning of Westwater Canyon. It takes a while to get into the <br />canyon before you really get into the white. water. This is the beginning <br />of the white water in the Canyon. That's where it really starts to get <br />good, right in there. Those are the worst rapids on the river. They <br />are called Skull rapids, or other people call them the Big Hole. It <br />is really a thrill to go through there. And <br /> <br />Mr. Stapleton: All right, we are ready for some discussion on this item. <br />Larry, what is the criterion we use for these decisions and what other <br />decisions of a similar nature have we taken by this board in determining <br />whether to allow a scenic river or this sort of thing? <br /> <br />Mr. Sparks: The criteria that we first use is what effect does the <br />designation of any area have upon either existing or planned water I <br />resource development in the state of Colorado? Our first job is to <br />balance known needs for water supplies against the need to preserve <br />some reasonable natural environment. This is a difficult matter to, <br />determine. There never will be any common agreement in all cases as to <br />how far we should go in protecting the environment as contrasted to the <br />needs of the human race.
