What about the cattle aspect of it? <br /> <br />Mr. Czarnowski: <br /> <br />I can see no problem <br /> <br />I <br /> <br />Mr. Sparks: That is considered a compatible use as long as there are no <br />roads or structures or whatever built in the area. <br /> <br />Mr. Burr: No sheep in the area, just cattle? <br /> <br />~tr. Sparks: I don't believe there'are any sheep in the area. <br /> <br />Mr. Stapleton: Would you identify yourself for the records so that <br />Mrs. Martel can have your name? <br /> <br />Mr. Czarnowski: I am Ken Czarnowski, Bureau of Outdoor Recreation. <br /> <br />Mr. Stapleton: Before we get to the audience and we will get to them, <br />I want to clarify the board's questions if we can. <br /> <br />Mr. Kroeqer: Ben, is there any evidence of opposition to this locally? <br /> <br />Mr. Stapleton: As far as I know, none. I would like to point out that <br />I think this is a departure from our previous board actions. I think <br />the board ought to consider the departure, the far-reaching effect, of <br />having made the departure and how it might affect anyone of a number of <br />projects that you might be interested in in the future. Nobody is exempt <br />from possible implications and I think we ought to discuss it. I think <br />I have talked with Larry about it at some length. I don't think there <br />is any danger, but I think we ought to at least discuss it and know where <br />we are. Because if we make a decision, we ought to have it on the best <br />advice of our legal counsel on our staff before we go ahead. <br /> <br />I <br /> <br />Mr. Moses: Mr. Chairman, may I comment? This is a departure as the <br />chairman has indicated, but it seems to me that it is important for the <br />board to consider not just this particular request, but the ramifications <br />of it. On the other hand, I think it is a healthy sign that our con- <br />gressional delegation looks to this board for an expression as to whether <br />or not a particular designation is compatible with water resource devel- <br />opment in Colorado. It seems to me it could have some very beneficial <br />effects in giving us an opportunity to comment on other situations which <br />might arise where our reaction might be entirely different because it <br />might have an adverse effect on water development. It would seem to me <br />appropriate that we take advantage of this opportunity so that a pattern <br />is established.
