I

I

1009

The whole thing is a complex situation
and as Ed pointed out, takes time. We would
be delighted to have you sit in on this from
the beginning.

Again I wish to reiterate what Harold
has already told you. The last thing we have
any desire to do in this state, and I will not
do so as individual or public servant, is
to go contrary to the statutes. I wouldn't.
I owned water rights in this state. I was even
thrown in the jug because I stole water and I
have a little conception of what it means.

I am sorry we have taken so much of your
time, but it has been a great pleasure to be
here. There is one thing in addition to what
Harold pointed out that I should like to say.
In these flood prevention projects, the design
is made in concurrence with Mr. Whitten's
office so that there will be no storage in
those structures, and the size of outlet will
be in accordance with the agreement that we
have arrived at with the State Engineer's office.
That varies from structure to structure, based
on the dimensions of the canal below the
structure and the particular flood intensity for
which the structure was designed. If there are
water rights, and the adjudication is all in order,
that is a different thing.

Thank you, gentlemen, we appreciate being
here with you today."

MR. SPARKS:

"To terminate the discussion on this
particular phase, I will state to the Board
that this matter came to my attention some two
months ago. There was a federal agency that
had money to spend and wanted to spend it.
I was particularly interested. We could get
approval, local approval up to $250,000. In
talking to Gil, I found out the Water Board
has provided some services on an expediency basis,
and the engineering staff of our Board and myself
will present a plan to this Board in the near
future as to how we can expedite a program which
I personally consider to be extremely vital to
this State."

MR. MOSES:

"Thank you Larry. Is there anything else
on item 2 of the agenda?
