It is my understanding that <br />566, as amended, was a companion to ~he small <br />proj ects act. <br /> <br />Now we have talked to this Board, and I <br />know you have recognized it, the people in <br />the 17 western states have been trying to <br />get something in the national legislation <br />that would establish the paramountcy of State <br />water laws. That question is very definitely <br />involved here. The National Reclamation Asso- <br />ciation has repeatedly attached to appropria- <br />tion bills of the Department of Agriculture, <br />the requirement that state laws be recognized <br />and the people in the states be in on the plan- <br />ning~ I know Mr. Chalmer's basic principal is <br />to do just that, but I am not convinced that <br />Washington and the Department of Agriculture <br />recognize that. <br /> <br />The people in the Valley are not against <br />good con~tructive criticism, but I think you <br />can recognize that it is difficult in a project <br />of this magnitude. How many of ycuwould like <br />to go into a meeting, take a look for an hour <br />or two, and then make a final decision? <br /> <br />Gentlemen, they need help. It's a good <br />program.
