<br />lOU7 <br /> <br />I <br /> <br />believe wason the coromi ttee that met in <br />Denver, make the statement that they had <br />had a chance to make a very short review <br />of the Big Sandy Project and that their <br />approval was tentative. They stated they <br />believed they would have an opportunity to <br />look at the completed plan and program <br />before same was submitted to Washington. <br /> <br />The Big Sandy is an enormous drainage <br />as Mr. Chalmers has mentioned. I wish to <br />point out to you that it is very difficult <br />for one or two farmers and their attorney <br />to meet for a matter of a few minutesor an <br />hour or so and look at some preliminary plans <br />or even the final plans, but the complete <br />plans or things of that nature were not avail- <br />abie. As I understand it, the people in the <br />Arkansas Valley are not against this watershed <br />program, gentlemen. Their position is this: <br />It may have a place. Colorado should certain- <br />ly avail itself of the funds and services. <br />In other words, I have heard the expression <br />many times that they insisted that the vested <br />water rights be protected. They even went so <br />far as to say that if the greatest good to the <br />greatest number was involved in a project of this <br />nature, that sO long as any injured vested <br />water right was compensated, they would not <br />obj ect. <br /> <br />They were confronted after this meeting <br />with an approved project. The details and <br />the exhaustive studies they were to review <br />have never been made. I know this Board, <br />with the lack of personnel, are not in a very <br />good position to take on the completed detailed <br />engineering of projects or this kind. <br /> <br />I <br /> <br />On the other hand, we must have complete <br />cooperation. I think it is one of the programs <br />the State of Colorado and this Board, with the <br />responsibilities they are charged with, should <br />try to provide the facilities to help any area <br />in this State to review a project. Now it is <br />absolutely true that people under the Bessemer <br />District that Mr. Chalmers mentioned, met with <br />the Arkansas Valley Ditch Association people. <br />
