<br />1006 <br /> <br />Mr. Kenneth Chalmers gave a detailed report of the <br />activities of the State Soil Conservation Board under B. L. <br />5S6 and P. L. 1018. He emphasized that the Soil Conservation <br />Service would not approve a project unless the water users <br />affected were in agreement. Mr. Chalmers expressed appreciation <br />for the cooperation he has received from the staff of the Board <br />in the past and stated that he wished to cooperate with the Board <br />in the future. <br /> <br />I <br /> <br />Mr. Chalmer's then introduced Mr. McCrimmon who gave <br />the details of the operation of the Soil Conservation Board in <br />working up plans for a project. Both gentlemen stressed the <br />need for funds for planning purposes. <br /> <br />MR. MILLER: "Both you and Mr. Chalmers speak of <br />funds. What funds did you have in mind?' <br /> <br />MR. McCRIMMON: "Ken, I would rather you would take that <br />one please." <br /> <br />MR. CHALMERS: "The Governor asked us that same question. <br />We submitted a budget to the Governor sometime <br />ago - it must have been six or eight weeks: ago - <br />to put a party in the field with the requisites <br />as Ed has described them to you gentlemen, with <br />the necessary transportation units they would <br />require and so on. We could furnish office space <br />and would be delighted to do so and keep the <br />cost somewhere in neighborhood of seventy to <br />seventy-five thousand dollars and that's taking <br />the same wage scales that we employ in grading <br />the technicians which is about the same grade <br />as the Federal technicians." <br /> <br />MR. CHRISTY: "I can't help but comment on this, gentle- <br />men, and I don't want anyone to take my com- <br />ments as criticism of Mr. Chalmer's or Mr. <br />McCrimmon's sincerity. <br /> <br />I did not attend the meeting in the <br />Arkansas Valley at the time the representatives <br />of Big Sandy met with the Arkansas Valley Ditch <br />Association. I was out of the State attending <br />a National Reclamation meeting. They called I' , <br />me and I suggested they get in touch with the <br />president and meet with him. They did. Gentle- <br />men, I know Mr. Chalmers and Mr. McCrimmon are <br />sincere in their desires to cooperate and work <br />with the State of Colorado and with this Board. <br />However, I heard Mr. Danielson, the attorney <br />for the Arkansas Valley Ditch Association, as <br />well as Frank Milenski, the president, who I <br />
