1006

Mr. Kenneth Chalmers gave a detailed report of the
activities of the State Soil Conservation Board under B. L.
5S6 and P. L. 1018. He emphasized that the Soil Conservation
Service would not approve a project unless the water users
affected were in agreement. Mr. Chalmers expressed appreciation
for the cooperation he has received from the staff of the Board
in the past and stated that he wished to cooperate with the Board
in the future.

I

Mr. Chalmer's then introduced Mr. McCrimmon who gave
the details of the operation of the Soil Conservation Board in
working up plans for a project. I was out of the State attending
a National Reclamation meeting. They called I' ,
me and I suggested they get in touch with the
president and meet with him. They did. Gentle-
men, I know Mr. Chalmers and Mr. McCrimmon are
sincere in their desires to cooperate and work
with the State of Colorado and with this Board.
However, I heard Mr. Danielson, the attorney
for the Arkansas Valley Ditch Association, as
well as Frank Milenski, the president, who I
