Attorney General, has been acting in my stead as a member of
the Colorado Water Conservation Board whenever I was not in
attendance at the meetings. Upon examining my files, I find
that no formal letter was ever written establishing Mr. Ba~nard
as my proxy.

In order to clarify the record, and to establish the authority
of Mr. Barnard to act for me in my absence, I am writing this
letter by which I appoint Mr. John B. Barnard, Jr., First
Assitant Attorney General, my proxy at any meeting of the Colo-
rado Water Conservation Board from and after September 12, 1955,
until such time as this authority shall be revoked, with full
power and authority to act for me in all matters coming before
the said Colorado Water Conservation Board, including the right
to vote for me at any and all meetings of the said Colorado
Water Conservation Board, when I am not personally in attendance.

"It has been moved and seconded that the
minutes of the June 5th meeting be approved as
corrected. All those in favor signif.y by
saying 'aye'; opposed the same."

The motion was unanimously passed.

MR. MOSES:

"At this time the chair will recognize
Mr. Ira Kelly, member of the Board of Directors
of the Southwestern Water Conservancy District
and a former member of this Board."

Mr. Kelly welcomed the Board to Durango and explained the
entertainment arranged for the visitors. Mr. Eakes, attorney
for the Southwestern Water Conservancy District, supplemented
Mr. Kelly's remarks.
