<br />1005 <br /> <br />Attorney General, has been acting in my stead as a member of <br />the Colorado Water Conservation Board whenever I was not in <br />attendance at the meetings. Upon examining my files, I find <br />that no formal letter was ever written establishing Mr. Ba~nard <br />as my proxy. <br /> <br />I <br /> <br />In order to clarify the record, and to establish the authority <br />of Mr. Barnard to act for me in my absence, I am writing this <br />letter by which I appoint Mr. John B. Barnard, Jr., First <br />Assitant Attorney General, my proxy at any meeting of the Colo- <br />rado Water Conservation Board from and after September 12, 1955, <br />until such time as this authority shall be revoked, with full <br />power and authority to act for me in all matters coming before <br />the said Colorado Water Conservation Board, including the right <br />to vote for me at any and all meetings of the said Colorado <br />Water Conservation Board, when I am not personally in attendance. <br /> <br />Very truly yours <br /> <br />/ s / DUKE W. MOSES: <br /> <br />"At this time the chair will recognize <br />Mr. Ira Kelly, member of the Board of Directors <br />of the Southwestern Water Conservancy District <br />and a former member of this Board." <br /> <br />I <br /> <br />Mr. Kelly welcomed the Board to Durango and explained the <br />entertainment arranged for the visitors. Mr. Eakes, attorney <br />for the Southwestern Water Conservancy District, supplemented <br />Mr. Kelly's remarks. <br />
