We urge and recommend that the Colorado Water Con- <br />servation Board be directed and authorized immediately to <br />complete its study of the water resources presently available <br />in and to the State of Colorado, and the present and potential <br />uses thereof. This should be done in order to achieve the <br />unified and harmonious development of those waters for bene- <br />ficial use in Colorado to the fullest extent possible under the <br />law, including the law created by Compacts affecting the use <br />of said water. We recommend that the Board, in the undertaking <br />of this work, enlist the help of engineers, attorneys and other <br />technicians from local irrigation, conservancy, conservation, <br />drainage and'other districts, and private individuals and firms <br />within the State, at the expense of the State. Adequate appro- <br />priations must be made by the State Legislature to the Water <br />Conservation Board for such purpose. <br /> <br />********************* <br /> <br />I. We recommend an immediate reappraisal, and thereafter <br />a continuous review and appraisal of Colorado's position with <br />respect to current and pending interstate water matters, to the <br />end that there may be a complete and accurate analysis and deter- <br />mination of: <br /> <br />(l)--the rights of Colorado in such matters, (2)--how the same <br />may be affected by the claims of other states and the Federal <br />Government, (3)--the future course of action to be taken by <br />Colorado therein. In this regard, we have in mind, particularly, <br />the many and complicated problems arising in connection with the <br />Rio Grande River, the Colorado River, the Colorado River Storage <br />Project and Participating Projects Act, the litigation now pend- <br />ing between Arizona and California as to their respective rights <br />to waters in the Colorado River, and the extent to which a <br />decision in that litigation may adversely affect Colorado rights <br />in the stream. <br /> <br />, Subsequent to the meeting of the Colorado Water Congress <br />on June 4, the Organization Committee of said Congress has given <br />consideration to further recommendations which it might make to <br />the Colorado Water Conservation Board in connection with said <br />matters to implement the recommendations made in such platform <br />above set forth and the action already taken by the General <br />Assembly in making available funds which can be used for" such <br />purposes. <br /> <br />At a meeting of the Organization Committee of the <br />Colorado Water Congress held yesterday, July 17, 1958, here in <br />Durango, there was unanimously adopted the following proposal <br />to be submitted to the Colorado Water Conservation Board for <br />its consideration: <br />
