<br />1064 <br /> <br />1. We urge and recommend that the Colorado Water Conservation <br />Board immediately take the necessary steps to create and appoint <br />a study commission to undertake the completion of studies of <br />the water resources presently available in and to the State of <br />Colorado and the present and potential uses thereof, said study <br />commission to be known as the Colorado Water Investigation <br />Commission. <br /> <br />2. Initially, we recommend that said study commission consist <br />of five (5) members, to be appointed by the Colorado Water Con- <br />servation Board from nominations made to it by the major water' <br />areas, having special training in the field of water law or <br />engineering and prominent in the water matters of such areas, and <br />that said members represent each of the following major water <br />areas in the State of Colorado: <br /> <br />(1) Denver Metropolitan Area <br />(2) Northern Colorado Water Conservancy District <br />(3) Southeastern Colorado Water Conservancy District <br />(4) Colorado River Water Conservancy District <br />(5) Southwestern Colorado Water Conservation District ~ <br /> <br />In addition we recommend that an observer should be .appointed <br />from the South Platte Water Conservancy District to 'serve in such <br />capacity pendipg a final d~termination of the status of such <br />district. <br /> <br />3. We recommend that the members of said study commission serve <br />without compensation but be reimbursed for their out-of-pocket <br />expenses. <br /> <br />4. Because of the urgency of the many and complicated current <br />and pending matters relating to the Colorado River, we recommend <br />that said study commission initially and until otherwise direct- <br />ed by the Colorado Water Conservation Board devote its entire <br />efforts to studies in connection with the Colorado River, and <br />to that end immediately be authorized and directed to undertake <br />studies with respect to the Colorado River to accomplish the <br />following results: <br /> <br />a. To determine the average annual virgin flow of the <br />Colorado River at both Lee Ferry and the international boundary <br />between the United States and the Republic of Mexico. <br /> <br />b. To determine the average annual consumptive benefi- <br />cial use of the water of the Colorado River system which has <br />been made and is now being made by each of the seven basin <br />states. <br /> <br />I <br /> <br />I <br />
