<br />1062 <br /> <br />STATEMENT ON BEHALF OF <br />COLORADO WATER CONGRESS <br />BEFORE <br />COLORADO WATER CONSERVATION BOARD <br />DURANGO, COLORADO, JULY 18, 1958 <br /> <br />During the Second Regular Session of the 41st General I <br />Assembly of the State of Colorado earlier this year, largely '. <br />as a result of the efforts of the Governor and the Attorney <br />General, who appeared specially before such session in connect- <br />ion therewith, there was appropriated by the Legislature $50,000 <br />to be expended by the Colorado Water Conservation Board with the <br />approval of the Governor for special legal and engineering stud- <br />f~s~ <br /> <br />In support of such request made by the Governor and the <br />Attorney General, there was at the time furnished to each member <br />of the Legislature a copy of the proposed platform of the Colo- <br />rado Water Congress then in the process of being organized, which <br />proposed platform urged and recommended, among other things, a <br />certain specific program for immediate action, including the <br />undertaking by the Colorado Water Conservation Board of a com- <br />pletion of its studies of the water resources presently available <br />in and to the State of Colorado, a reappraisal of Colorado's <br />position with respect to various and certain pending interstate <br />water matters, and the appropriation of adequate funds for the use <br />of the State Water Conservation Board for such purposes. <br /> <br />On June 4, 1958, pursuant to the call of the Governor and <br />the Attorney General, the Colorado Water Congress met in Denver <br />and then and there adopted in principle the proposed platform <br />of such Congress. Subdivision I of such platform provides in <br />part as follows: <br /> <br />I. Colorado Water Conservation Board <br /> <br />Recognizing that the Colorado Water Conservation Board <br />is the agency of the State which is charged with the responsibility <br />of promoting the conservation and utilization of the water re- <br />sources of the State, we have reviewed and appraised the functions <br />and procedures of this Board. From such review and appraisal it <br />is apparent that the immediate key to an effective program of <br />water development for Colorado is the broadening, acceleration <br />and strengthening of the activities of the Board, especially as <br />follows: <br /> <br />******************** <br /> <br />I <br />
