I

I

1041

have to take a different position. Up to
this time I am not convinced I am wrong.

I want to say to this Board that I do
not know what action is expected by this
'Board in this situation. I do not know what
action you could take, what would be profit-
able, but the District represented by the
committee, provision for which was made in
Judge Hughes' motion, is ready to sit down
and talk with this Board, with the Governor,
with the Southeastern Colorado people, or
anyone else who has a stake in this game, to
try and work out plans whereby Colorado will
not be continually at odds with each other in
different portions of the State but whereby
developments, which we do not question are
needed on one side, can be coordinated with
developments, which no one can question are
needed on the other side. I apprehend that
it is the function of this Board not to be-
labor or berate anyone on either side of the
hill, but to attempt to work out some plan
whereby this controversy may be resolved and
all interests may be protected to the extent
of the water available for the protection.

The conservancy district statute permits
the creation of water conservancy districts
and provides that it shall not interfere with
necessary Western Slope developments. Of
course it will. There will be some interfer-
ence somewhere because we do not have enough
water and the more we mess around quarreling
between ourselves, the less water we are
going to have."

MR. MOSES:

"1 think, gentlemen, that our telegram
is all of the action that should be taken
at this time. If it develops further on that
additional action by the Board is needed in
order to reaffirm our position, I am sure the
Board will not he!ji tate to take whatever
action is necessary.

Is there anything else? If not, I have
been handed a resolution I would like to read
to the Board:

RESOLUTION

'WHEREAS, on June 4, 1958, at the Silver Glade Room
of the Cosmopolitan Hotel, Denver, Colorado, there was held an
historic public meeting known as the Colorado Water Congress,
