Up to <br />this time I am not convinced I am wrong. <br /> <br />I want to say to this Board that I do <br />not know what action is expected by this <br />'Board in this situation. I do not know what <br />action you could take, what would be profit- <br />able, but the District represented by the <br />committee, provision for which was made in <br />Judge Hughes' motion, is ready to sit down <br />and talk with this Board, with the Governor, <br />with the Southeastern Colorado people, or <br />anyone else who has a stake in this game, to <br />try and work out plans whereby Colorado will <br />not be continually at odds with each other in <br />different portions of the State but whereby <br />developments, which we do not question are <br />needed on one side, can be coordinated with <br />developments, which no one can question are <br />needed on the other side. I apprehend that <br />it is the function of this Board not to be- <br />labor or berate anyone on either side of the <br />hill, but to attempt to work out some plan <br />whereby this controversy may be resolved and <br />all interests may be protected to the extent <br />of the water available for the protection. <br /> <br />The conservancy district statute permits <br />the creation of water conservancy districts <br />and provides that it shall not interfere with <br />necessary Western Slope developments. Of <br />course it will. There will be some interfer- <br />ence somewhere because we do not have enough <br />water and the more we mess around quarreling <br />between ourselves, the less water we are <br />going to have." <br /> <br />MR.
