<br />~u~u <br /> <br />act of signing that bill made possible what up <br />to then had been merely a dream by Western Colo- <br />rado. That was that there would come into exist- <br />ence a means whereby we could irrigate arid acres <br />on our side of the mountains. The Board of I, <br />'Directors of the Colorado River Water Conserva- <br />tion District considers it to be its duty to the <br />people for whom it acts, to take such steps as <br />may be necessary, within the limits of the law, <br />to make available supplies of water for those <br />badly needed projects. <br /> <br />I meant to say at the outset and I will Sqy <br />it now, I do not propose to say one word on the <br />merits of this controversy. I do not want to <br />stress what I consider to be the merits of our <br />side of it or to minimize the merits of the other <br />side. I merely say I never saw a flapjack yet <br />that did not have two sides to it and I never saw <br />one that was fried on one side only. I have long <br />felt, and I think I have so expressed myself on <br />different occasions, that quite possibly one of <br />the things that is wrong with the relationship <br />between Eastern and Western Colorado is that there <br />has been a lack of coordination between develop- <br />ments desired there and developments desired here. <br /> <br />The position of the Colorado River Water <br />Conservation District, I think, is well summarized <br />in Judge Hughes' motion that they are thoroughly <br />conscious, keenly conscious, of our obligations <br />and we are always thoroughly, keenly conscious of <br />our responsibilities. <br /> <br />From here on out - I speak for myself largely <br />when I say that - it has long been in my mind that <br />while back in the late forties and early fifties <br />there was extended discussion, days and days of <br />discussion, between people in the Arkansas Valley, <br />and not only in the Arkansas Valley, but people <br />in Eastern Colorado and Western Colorado, conCern- <br />ing the Fryingpan-Arkansas Project, there has been <br />. no change in our status Over here and I feel per- 1 <br />sonally that the conversations, the discussions, <br />the conferences, comprehended in Judge Hughes' <br />motion, can quite probably lead to a solution of <br />this thing so the development in Eastern Colorqdo <br />and the Arkansas Valley can be correlated and co- <br />ordinated with ours.
