lU3U

MR. PETERSON:

MR. MOSES:

MR. SPARKS:

MR. SAUNDERS:

MR. PETERSON:

"Would it be unreasonable to ask that
this commission (committee I think it was
referred tol, consisting of the five members
that we set up, be required to return a re-
port ?"

I

"Frankly Mr. Peterson, I think we are
getting way down the line. We don't even
have a commission yet. I think that these
people should suggest their own proposed rules
of procedure and at that time the Board will
have an oppprtunity to say whether they agree
or disagree with whatever they submit."

"May I clarify one thing, Ray, that
Glenn Saunders brought out? This committee,
as I understand it, is not going to make this
survey. They have nothing to do with it.
They are merely going to make recommendations
to the Water Board as to what surveys should
be made and the people to make these surveys.
They are not the ones making the report. Isn't
that correct, Glenn?'

"It was the understanding that this committee
would undertake what a subcommittee might under-
take but to which you would appoint people who
represent areas of the State who had worked on
this for so long. They might be expected to
work more continuously than we would ask members
of the Board to work. They will come back with
their recommendations to the Director and' the
Board to put this show on the road."

"Mr. Sparks, the wording of Item Four
doesn't':to my way of thinking, coincide with
your explanation and I will read as follows:

'Because of the urgency of the many and com-
plicated current and pending matters relating
to the Colorado River, we recommend that said
study commission initially, and until other-
wise directed by the Colorado Water Conserva-
tion Board, devote its entire efforts to
studies in connection with the Colorado River,
and to that end immediately be authorized and
directed ,to undertake studies with respect to
the Colorado River to accomplish the
following results - - - .'

I
