I understand <br />it to say that commission is going to make <br />the studies." <br /> <br />"1 have two points to take up. First, <br />I think the plan of the Water Congress was <br />that this commission would eventually, if it <br />turns out fine on the('Colorado River study, <br />go to the South Platte River where we have <br />problems, to the Arkansas River, and eventual- <br />ly try to encompass the whole State. We reali- <br />ze the Colorado River is the most immediate <br />and pressing problem. For that reason, we <br />recommended initially that the efforts be to <br />the Colorado River. <br /> <br />The second point is, I come from Greeley - <br />from Mr. Miller's area - and 1 am heartily in <br />accord with Mr. Miller's suggestion. I do <br />think there should be a sixth member added to <br />that commission from the South Platte Water <br />Conservancy District regardless of that liti- <br />gation. 1 don't think that should make any <br />difference on the commission. I think Dave has <br />a good point there and I would sure like to see <br />some Board member ma~e that as a recommendation <br />or as a suggestion." <br /> <br />"Mr. Clayton there is a big gap in that <br />commission which f observed from the beginning <br />and that's the area 1 represent - the San Luis <br />Valley. However, I feel, or I felt, and I hope <br />I am correct, that this Board is still going <br />to maintain control of this commission and any <br />part of it, and any time the Board wants to <br />add a member to this commission, the Board has <br />a perfect right to do so. 1 would feel free <br />at any time that I thought the interest of the <br />Board was such, to suggest to the Board that , <br />additional members be added. As 1 see it, this <br />isn't a fine lined, cut and dried, operation. <br />What we are doing here is saying 'Let's get <br />started and we will work out these details'." <br /> <br />"I am in accord with that. I would suggest <br />that since we have to meet to appoint the commis- <br />sion anyway, I would like to suggest that Mr. <br />Miller request the Board of the South Platte to <br />, recommend one of their engineers or technicians <br />
