I would like <br />to see the matter postponed to give us all <br />a chance to think it over and to give the <br />staff of the Water Board, the Director and <br />its counsel, an opportunity to consider the <br />matter and point up any defects or any prob- <br />lems that they can foresee and then we will <br />be better advised. I personally would be <br />much more satisfied to study it over myself <br />for a week and then make a decision on it." <br /> <br />MR. SAUNDERS: <br /> <br />"Mr. Chairman, to get these facts clear. <br />I think the suggestion about allowing a week <br />for the districts to make their selections is <br />a good suggestion all right if we have an under- <br />standing the thing is going ahead. <br /> <br />On this Paragraph Five, I want to point <br />out a precedent. This paragraph provides that <br />the Study Commission will carry out the studies <br />through the employment of special personnel to <br />do these jobs. Now we have precedent for that. <br />When we got this report out we had an unpaid <br />commission or committee which, in turn, recom- <br />mended to this Board a paid group from outside <br />to do this work. We even went outside the State <br />to get that group. The Water Congress has dis- <br />cussed this and the members feel we have ample <br />engineering and legal talent within our own <br />State to undertake this work. If a member of <br />the committee of five or six, whichever it may <br />turn out, is called upon to do technical work <br />in his field, the thought was that he would be <br />paid for that but that serving on a committee <br />of this kind, he should not be paid any more <br />than a member of the Water Board is paid. If <br />a member of this Water Board was employed to <br />do some special work because of his technical <br />training, he should be paid for that technical <br />work." <br /> <br />MR. MOSES: <br /> <br />"Do you all want to approve the principle <br />of the program suggested by the representatives <br />of the Water Congress? This is in the form of <br />a'~otion. All those in favor signify by saying <br />'aye'; opposed the same. Will all those opposed <br />raise their hands." <br /> <br />After a count of the vote, the motion was declared <br />passed six to four. <br />
