MILLER: ~I understand, talking to the members <br />of the Water Congress yesterday, the area <br />represented within the South Platte Water <br />Conservancy District should be represented <br />and I think we should have a sixth member <br />on here for that purpose. The district is <br />created; and while the legal status is being <br />challenged, I do not think that we as the <br />Water Board, should presume to teli the Dis- <br />trict Court that created it that we have a <br />right to say it is not legal. <br /> <br />More important than that is this. This <br />is one area in the State of Colorado that <br />involves a large acreage of irrigated land <br />and a large population that is not represent- <br />ed by any district. Now, even if the South <br />Platte District should not withstand the test - <br />but we believe it will - in order to accom- <br />plish the purpose of this committee, as I . <br />understand it, I would recommend this, that <br />that area as an area should be recognized and <br />should have a voice in it. Otherwise we will <br />be in a position where this particular area <br />may say later uWel1 we were a stepchild, or a <br />bastard child, or something else, but we really <br />did not belongu. This is nothing against the <br />general principle except to the extent that if <br />all other areas are to be represented, then <br />the South Platte Water Conservancy District <br />should likewise be represented. <br /> <br />I agree with Mr. Stapleton's motion, <br />gentlemen. Discussion-wise I would prefer to <br />have a subcommittee appointed to go over this <br />matter for a week. We can then reconvene as <br />soon as possible and give it some thought but, I <br />in the meantime, these districts could be <br />asked to recommend their personnel and pro- <br />ceed further. <br /> <br />There is one other point here I am not <br />wholly in agreement with, and that is with <br />the donation of services of the commission. <br />I think that if the State of Coloradois going <br />to have this done it ought to have it done by <br />people who can be paid. This is the difference <br />between Section Two and Section Five. As I <br /> <br />I <br />
