Let's get that out of our <br />heads. The sooner we establish a program to pro- <br />tect ourselves the better off we are going to be. <br /> <br />Now, why this committee? You will notice <br />they are not being paid. If they are paid at all, <br />they will be paid by the organizations who select <br />them. But those people in our conception of the <br />thing - the people who serve on this committee - <br />are people who have spent days and months and <br />years in the study of this thing. They know <br />something about what they are talking about, and <br />I think they will be most helpful to the Water <br />Conservation Board. I don't know anything more <br />that I can add. Only that if there are any two <br />birds who have fought each other over water more <br />than Glenn Saunders and me, I would like to be <br />introduced. " <br /> <br />"1 have two comments. I agree with the <br />urgency of the situation. I see no reason why <br />we couldn't meet next Friday. I heard this . <br />thing read yesterday at the Water Congress and <br />I had the benefit of studying it over. Funda- <br />mentally I think there is some conflict between <br />Section Two and Section Five. Apparently it is <br />the intention that named districts here not only <br />recommend their members of the commission but <br />hereafter recommend the personnel. I have some <br />qualms about this Board creating a separate com- <br />mission and abdicating a part of its functions <br />to that commission. I realize this is a proposal <br />that has to come back to the Board. <br /> <br />Also in paragraph two it is not clear to me <br />what function.the representative of the South <br />Platte Water Conservancy District would serve. <br />I think it is probably true that perhaps Mr. John <br />Barnard, Jr. and I could get, or rather agree, <br />we would not expect a decision in this case from <br />the Supreme Court probably for two or three months. <br />
