It isn't dangerous, it's critical. <br />While we are sitting here discussing this thing <br />this afternoon, while we have been working on it <br />since last November, the States of California and <br />Arizona and Nevada have been busy formulating ways <br />and means of getting Colorado's water. You doubt <br />me? The State of California was apportioned <br />4;400,000 acre feet of water out of the Colorado <br />River. By its Self Limitation Act, the Legisla- <br />ture of California adopted that figure. Califor- <br />nia now says, in it's official publication, that <br />by virtue of it's compacts and by appropriation <br />and use, which they are doing now', they are going <br />to increase that to 5,400,000 acre feet, one mill- <br />ion acre feet more than they themselves said they <br />wanted. <br /> <br />I <br /> <br />At this moment, while we are talking about <br />this thing, the Republic of Mexico is depleting <br />the flow of the Colorado River at the International <br />Boundary by a pumping operation. That was consid- <br />ered in the case of Arizona vs. California. There <br />is an estimate of 800,000 acre feet a year. In <br />addition, 'they are planning an expansion of their <br />pumping program. While we are talking about it <br />here, .while we have been talking about it since <br />last November, the California and Arizona boys <br />are figuring out ways and means to keep Glen Canyon <br />from performing the function it must perform if we <br />are to get our share of this water. I think it is <br />pretty high time that the State of Colorado <br />started to get the liriformation it has to have; and <br />it has got to have it day before yesterday, not <br />today. And if you delay this again in getting it <br />underway, (I do not object to any delay in details <br />as it is going to take a long time getting details <br /> <br />I <br />
