I

MR. PETERSON:

MR. BARNARD,SR:

I

1025

just this first step, really, that the
Congress is interested in at this time so
a more concrete program can be presented
to you.

"Mr. Chairman, I am sorry that I have
to comment on this, not having had time to
study it, but I see I am going to have to.
As I said, I have not had time to study it,
so I do know what it comprises in detail but
there is one thing that bothers me a little
bit, maybe unnecessarily but it does bother
me, and that is the implementation of this
committee made up as it is so designated here
of the five members.

I notice that from the Colorado River
area from which 98 percent or what I assume
to be nearly 98 percent of the problems to be
studieJwil1 come, is represented by two of
the five members. I just don't feel that that
is enough' on this committee from the Colorado
River Basin. That is one of the objections I
have to begin with. I think the thing is that
the Colorado River basin, where the water
problems arise and where the water problems
will be discussed and studied, should have more
representation than the two that are designated
on there.

We have people in that area who have
studied this thing for a good many years- some
for thirty or forty years - and I believe that
the Colorado River drainage area should be
represented by at least a majority of the five."

"This thing didn't just happen. It is
the result of many, many discussions, extend-
ing back to last November. I think I can
plead guilty to being as jealous of the inter-
ests of Western Colorado as anybody here. It's
true that there are two of these five who will
come from the Colorado River basin but it's
also true that the foundation for this report
is that it should not be a report prepared for
one area, it should be a report which will be
so complete and so well founded on facts, not
prejudices, that all areas can agree that it
is correct. If you come up with a report that
