<br />Irrespective of the position of the eastern states and other states, <br />we should strongly protest that sweeping conclusion in the report. <br />Is. that generally the consensus of the members of the board? Does <br />anybody else out in the audience have any other statement on this <br />part they would like to m~~e? All right, then. I think you can take <br />that as a stepping-off place for a summary of that position. <br /> <br />I <br /> <br />~tr. Spa~~s: The commission concludes that water programs should con- <br />tinue to accommodate future population and economic growth by respond- <br />ing to such growth, rather than trying to influence it. This has <br />generally ahlays been the case in the Unit.ed States. \~e have not <br />attempted to control population and growth by controlling the distri- <br />bution of water. The premise apparently here is that water should <br />not be used as a means of controlling economics and population. This <br />is diametrically opposed to much of the prevailing thought in the <br />United States today, and particularly here in Colorado. To some <br />extent in the Governor's state of the state message to the legislature <br />and other pronouncements made by both public officials and private <br />parties, there is a feeling that water should be used as a tool to <br />control gro\~th. The Na'cional \'Tater Commission argues against this by <br />,stating .that water is not the proper means of controlling growth. <br /> <br />Iir. Stapleton: Can you tell us, is there anything in the Governor's <br />message to the legislature about that? I remember there were a lot <br />of -statements at the end of the legislative session about land use <br />and water planning and so forth. <br /> <br />~tr. Sparks: Apparently, the Governor believes that the control of <br />water is a means of controlling growth. <br /> <br />Iir. Stapleton: All right, what comments do members of the board have <br />to this second proposal? <br /> <br />Mr. Berthelson: ~tr. Chairman. <br /> <br />Mr. Stapleton: Yes. <br /> <br />~tr. Berthelson: I thiruc I agree with the federal proposal that at I <br />least on a federal level, that we shouldn't have any legislation that <br />will try to control growth. I think that if it is going to take place, <br />it should take place at the state level and from there on down. I <br />think I would agree with the commission in that respect. <br /> <br />Hr. Sparks: This, of course, is a federal policy that we are talking <br />about as Mr. Berthelson has pointed out, not a state policy. <br /> <br />-5- <br />
