I

I

~~. Stapleton: ~~. Ten Eyck, I realize that we just caught you coming
in the door. do you have any position on this point? Or should I
bring you up to date? We are trying to go through the comments on
the report and we are getting to the point about whether or not water
should or should not control economic and population growth. I just
wonder if the Department of Natural Resources has a position on this
that it would like to express.

~lc. Ten Evck: You almost caught me off guard. Ben. l1e have not fully
enunciated yet within the department the position or a policy in this
regard. We have asked Larry and the staff of the t1ater Conservation
Board and Kuip and the staff of the Division of Water Resources to
review the impressions and views they might have on this and give us
some recomrnendations. t1e hope to put together as the outcome of this
water board meeting a policy statement we would propose to the Governor
for his response, a statement that could be delivered by the state of
Colorado at the meeting in Washington before the National Water Com-
mission. I don't think we yet have really jelled on a position. I
think we are all really groping for the best techniques and the best
methods to use whatever tools we may have to control growth. I think
in some method water will be one of these tools. The specifics have
not yet been developed.

l.~. Stapleton: It seems to me that this would fit in with our argu-
ment that we don't want the federal government interfering with state
water. If we support this position it seems to me we support that
premise from another angle and therefore this encourages the federal
government to this extent to keep out of what are essentially state
matters.

~~. S~arks: From the federal viewpoint they should
allocate water resources to influence the growth of
This is a matter which should be decided internally
state. ,Ie could solve the problem in that manner.
would coincide with the Governor's views.

not be trying to
various states.
within each
I believe that

Mr. Stapleton: Does any member of the board have any further remarks
on this part of the report?

Mr. 11oses: I would like to say this, l~. Chairman. Other portions
of the report such as those which would require the users to pay for
all water development and the provisions of the report to protect
areas of origin would seem to me to pretty well eliminate the pos-
sibility if the report as a whole is adopted by the Congress.

-6-
