<br />I <br /> <br />I <br /> <br />commission jumped off from. It came to the conclusion that water was <br />not going to be of such great importance in the future. My observa- <br />tion is that this statement seems to indicate that water will be of <br />less importance in the future. This conclusion appears to be unjus- <br />tified. I cannot think of any circumstance or any combination of <br />circumstances which have occurred in recent years to diminish the <br />importance of water. I would say that the importance of water has <br />increased, rather than diminished. I think we should have some <br />discussion on that point as to whether or not we think that water <br />will play a less important role, because this was a jumping-off point <br />for that commission's recommendation. <br /> <br />11r. Stapleton: Did they have a specific recommendation about that? <br />You are obviously paraphrasing the language. I can't think of a more <br />naive beginning to the report. <br /> <br />Mr. Cornelius: Mr. Chairman. <br /> <br />11r. Stapleton: Yes, Mr. Cornelius. <br /> <br />~tr. Cornelius: I was privileged to review a report by Rivkin-Carson, <br />Inc. of Washington, D. C. which had to do with the effect of water <br />development programs on economic development. This was the report <br />from which the National Hater Commission made its recommendations. <br />I think that they did not really know the conditions of the use of <br />""Tater in the ,'lest. In the eastern part of the United States it may <br />be that supply and quality of water does not have to be considered <br />to develop the economy, but out here we have specific instances where <br />water is not available and it is a hinderance to economic development. <br /> <br />}tt. Stapleton: To me, it seems so elemental. I don't know what we <br />can discuss about it except that it is wrong. Does any member of the <br />board have anything further? Larry, what I would like to do is that <br />if we come to some conclusion, I think what we would like to do then <br />for our next meeting is have you prepare a statement for the Governor's <br />consideration that we would review. I believe that we should have <br />another meeting. <br /> <br />Mr. Sparks: I have expressed here some of my own views and I need <br />some idea from the board as to whether or not you agree or what <br />further things we should cover in the state's position. <br /> <br />~tr. Stapleton: I don't think I hear any objection to the fact that <br />we still think water is a very vital part of the development of Colorado. <br /> <br />-4- <br />
