I

I

to fill that position. So right now we are sho~t a staff meQbcr. We
have had several retirements in the past two or three years. We have
several more coming up in the future. 'le are losing some of our most
experienced people. Some of the people coming in are learning rapidly.

I would also like to introduce Mr. Walter Posey. Will you stand up,
Walt. Halt is a consultant to us. He have, as you lmow, in south-
western Colorado approximately three hundred million dollars worth
of projects authorized and we are having some difficulties. c'Talt is
our resident man down there. He lives in Cortez and he works directly
with the conservancy districts in that area.

Just today we received copies of the Water and Related Land Resource
report on the Dolores River Basin. This is part of our continuing
studies with the Soil Conservation Service. The only area of the
Colorado River that we have not completed is the San Juan Basin.
In about two months, we should have the report on the San Juan Basin,
which will complete the Colorado River drainage. This has been a
tremendous task as you can see from the information. We are most
grateful to the United States Department of Agriculture for its
tremendous assistance in this program, ,~ich has taken about fourteen
years to complete.

c1e mailed out to the board this morning a digest of the new federal
water pollution control law. It is pretty tough. This was prepared
by 14r. Billhymer. the legal counsel for the Upper Colorado River
Commission. It was sent out to our mailing liBt, the A and B lists.
,'Te do have a fe'" extra copies if anyone is interested in reading it.

lye are anticipating another trip to Glen Canyon this September or
October if we can raise the money. He will invite members of the Colo-
rado legislature and some from Congress. Since our last trip, we
have had almost a fifty percent change in the legislature. There is
considerable interest in the legislature now about the Rainbow Bridge
litigation. I am constantly asked by them what is happening and the
new people are wondering what it is all about.

That is all, ~~. Chairman.

~tr. Stapleton: Thank you, Larry. I believe what I said sounded more
mysterious than I realized. I have now talked to the two members
whom I would like to appoint to work with Larry on the consideration
of the future of the board. They have both agreed to serve, Herb
Vandemoer and Quincy Cornelius. There is no mystery about that anymore.

-58-
