I think we just let <br />things slip a little and it was brought to my attention when Quincy <br />Cornelius and others said there was a statement about to be made on <br />behalf of the state of Colorado to the National Water Commission, and I <br />we hadn't even had an opportunity to review it. I admit that time in <br />many instances may have worked against us, but even when time is <br />against us in having a board meeting I think it is incumbent that we <br />be fully advised as to what the statement is going to be so that we <br />can at least object orally or writtenly about that policy before it is <br />made. So I will talk to the two people I have in mind. We will put <br />that in the minutes and we will inform you, but I just didn't feel it <br />was fair to ask a couple of people to do something that may take a <br />little time in the next thirty days with notice. So with that in <br />mind, we will now go to the director's report. <br /> <br />t~. Sparks: We have started working on some policy statements for <br />the board somewhat apart from the past activities of the board. This <br />is also a matter which the joint committees of the H~use and Senate <br />want some answers on. -Also, as to what should be the extent of state <br />activity construction and related matters. They want some guidance <br />from this board. I think really our liaison with the legislature <br />has improved considerably in the last two or three years. This has <br />been primarily because of the interest of Senator McCormick, Senator <br />Anderson, Senator Noble and others in the legislature. Representative <br />Baer has taken a great interest in water problems. We have a good <br />audience through the legislature. I thiru~ they will be most sympa- <br />thetic to any reasonable program that we put together. including <br />water funding if we need it. I don't think we have lost any ground <br />at all. We are grappling with a major change in philosophy. As the <br />Chairman stated, I think we will have to come to grips with it.
