<br />I <br /> <br />I <br /> <br />trying to resolve the channel problem along the South Platte Riv~r <br />as part of the Chatfield project. I think we have a substantial <br />understanding now \1ith the local interests and the various people <br />who are interested in that channelization. We have agreed to <br />contribute $200,000 to the city of Littleton for the purchase of <br />land to constitute an open space park in the upper end of the chan- <br />nel. ,]e are also working "lith LH:tleton to secure some federal <br />funds and it appears that such effort will be successful. The people <br />of Littleton bonded themselves for $400,000 to make this pant a <br />reality. 11hat we are talking about is the remaining land below the <br />proposed Littleton park. The legislature has appropriated funds to <br />us under capital construction to acquire these lands. <br /> <br />Under the law, we are required to notify the landowners of the <br />appraisal and furnish them with a copy of the appraisal document and <br />to m~~e them an offer relative to the purchase of their land. If <br />they do not accept that offer, then our only alternative is to pro- <br />ceed in condemnation proceedings in the courts. Those condemnation <br />proceedings would actually be handled by the Attorney General. I <br />have already taD~ed to the Attorney General about this matter and he <br />has assigned counsel to us to assist in these condemnation proce- <br />dures, if condemnation is necessary. <br /> <br />This proposed resolution \1ould authorize and direct me as director <br />of the board to proceed with an offer to purchase. If the offer to <br />purchase is rejected, then we initiate condemnation proceedings on <br />these lands specified in the resolution. Our total appraisal price <br />on these lands is a little over 499 thousand dollars. Action by <br />this board is necessary before we can actually institute the pro- <br />ceedings. <br /> <br />Hr. Berthel son: Who did 'che appraisal work? <br /> <br />Ftr. Sparks: Frederick R. Ross and Company did the appraisals. <br /> <br />Hr. Scapleton: Are you offering them the appraised value in each <br />instance? <br /> <br />r,tr. Sparks: Yes.
