It is my recollection of the people <br />that appear before this board that 98 percent of them are either I <br />members of a district of one kind or another. or the attorney for <br />the district. It is my understanding and the board can correct me if ~. <br />I am wrong. that the Attorney General has been holding meetings of <br />some lcind for lobbyists and other interested people to discuss the <br />lobbying activities and registration and so forth. What are the <br />procedures in terms of these districts as they are recognized and <br />~rganized under the law? <br /> <br />Itr. Bush: Mr. Chairman. I think it is difficult to answer in the <br />case of the attorneys for the districts because you have to examine <br />what their activities are and what they are being paid for. As to <br />members of public boards who are here representing the interests of <br />their individual boards and they are spe~cing on behalf of that <br />particular public entity. it is my judgment that they are not within <br />the registration requirements. As for the individual attorneys. I <br />will be happy to discuss it with the individuals. I think their <br />circumstances are going to be different in each case. If they limit <br />their activities solely to the representation of the interests of <br />that public entity. then they are within the same umbrella. so to <br />speak. a public service. and they are not required to register their <br />activities. Often times their activities take on broader aspects. <br />so I think they have to be examined. <br /> <br />Itr. Stapleton: All right. I received a very formal letter from one <br />of the major news media on this subject. They have always attended <br />our meetings as far as I know from the time I have been with the <br />board and receive meeting notices'and'havaacceBs to our minutes. I <br />explained that. It is a question of not knowing what the left hand <br />is doing as vice president. I think we are in shape to proceed with- <br />out any change whatsoever in our procedures. Now, I still would like <br />to wait before we conclude with agenda item three. Let's go on to <br />item number six. a resolution re acquisition of lands for the South <br />Platte channel below the Chatfield. Larry. do you have a resolution <br />there? Do you want to submit some explanation? <br /> <br />I <br /> <br />Itr. Sparks: There was previously sent to the board a copy of a pro- <br />posed resolution authorizing the purchase or condemnation of certain <br />lands along the South Platte River below the Chatfield Dam.
