Weather Modification Permits: In the fall of2002 four permits were applied for: (I) Denver
Water/Upper Arkansas Water Conservation District (UA WCD), (2) Eastern San Juan Mountains, (3)
Telluride, and (4) Gunnison County. As a result there is a total of93 generators in Colorado.

The Denver Water/Upper Arkansas permit has new reporting requirements. The first report was due
on J an I. The report concluded that there were nine weather systems with seeding opportunities
during the month of December covering 21 calendar days.

Attached are graphs of the snow water equivalent for selected SNOTEL monitoring sites in the
seeding areas.

Upper Arkansas WCD Weather Modification Permit Suspension Criteria Monitoring

Permit Holders are required to monitor snow water equivalent at NRCS SNOTEL and Snowcourse sites and
compare them to the 3D-year average and suspension threshold limits set by the CWCB.
