<br />Temporary Mapping Coordinator and Pilot Study: Using a combination ofFEMA and floodplain <br />mapping fimding, we will be selecting a Temporary 1fapping Coordinator to conduct further work <br />related to the Map Modernization Program (MMP). The MMP is a result of our efforts to be prepared <br />for the appropriation of federal funds. The Coordinator would be responsible for two new projects: <br /> <br />1. MMP Development. The coordinator will work from our offices and will conduct new Flood <br />Insurance Studies once federal funding becomes available. <br /> <br />2. Pilot Studies. The coordinator will also conduct a pilot study in Douglas and Teller counties. <br />The pilot study will make use of available floodplain information, including information <br />about flood hazards for watersheds adversely impacted by the Hayman Fire last summer, to <br />prepare new electronic floodplain mapping for each of the counties. Perhaps the most <br />important products of the entire project will be technical memos and a PowerPoint <br />presentation describing the technical and procedural "lessons leamed" in these two counties <br />that can be shared with other counties (and municipalities) for the effective preparation of <br />new floodplain mapping. <br /> <br />"QQ" Coordination Meeting. Representatives from various agencies met on Dec. 3, 2002 to <br />discuss the Watershed Protection Fund Program Guid8flce, the Section 309 Study, the CRRP Project, <br />and potential changes in the Shoshone Power Plant winter operation. A meeting summary is attached <br />for your review. <br /> <br />USGS Gaging Coordination: On Dec. 19,2002 we met with representatives from the Division of <br />Water Resources and the US Geological Survey (USGS) to discuss gaging issues and interagency <br />coordination efforts. One of the main topics of discussiqlll was the upcoming 2003 stream gaging <br />symposhun. The tentative date and location for the symposium is May 8 in Breckenridge. The <br />symposium agenda is still being developed but topics will likely include gaging issues related to the <br />drought; flood hardening, and monitoring of runoff in burn areas, an assessment of Colorado stream <br />gages, new technology; and CWCB sponsored cooperative projects including a new low and high <br />flow alert system, and tracer gage studies. <br /> <br />Groundwater Atlas: The groundwater atlas being prepared for us by the Colorado Geological <br />. Survey is nearly done! We will be able to show you a complete draft at the meeting. <br /> <br />Arkansas River Basin Issues <br /> <br />Arkansas River Compact Administration 2002 Annual Meeting: Due to scheduling conflicts <br />caused by recent activity in the Kansas v. Colorado litigation, the annual meeting normally held the <br />second week in December was conducted by conference call on Dec. 10, 2002. The meeting will <br />continued on May 23-24 in Lamar. <br /> <br />During the conference call we were able to get Kansas' to agree to allow modified stock water <br />deliveries to continue in the Purgatoire River Water Conservancy District project area through the <br />winter. <br /> <br />The new Federal Representative and Chairman of ARCA, Robin Jennison of Healy, Kansas, <br />participated on the call and was helpful in his willingness to expedite passage of the stock water <br />measure and other business. A tour this spring of the Arkansas Basin and its water systems in both <br />states is being developed for Mr. Jennison and other AReA representatives. <br /> <br />Kansas v. Colorado: The trial before the Special Master on damages and Compact compliance issues . <br />continued during December and January. Early in Decen',lber the Special Master announced his <br />decision that the amount of damages to which Kansas is entitled for depletions during the period <br />1950-1995 should be calculated consistent with Colorado's methodology and determined that <br /> <br />8 <br /> <br />. <br /> <br /> <br />. <br />
