<br />The survey pilot test was conducted by contacting 29 individual's representing water users in every . <br />major river basin. The survey was completed by 80 p~rcent of these individuals on the first call, with <br />the calls averaging just over one hour. The pilot test results were used to refine some ofthe questions <br />and to refine the survey delivery. Key observations and conclusions made during the survey included: <br /> <br />· Informing the participants about the survey data need prior to the call allowed most (78%) to <br />be completed in one conversation, therefore mailings are critical to survey success <br />· The survey success was uniform across most s!"gments (municipal, WCD, and agriculture the <br />best) <br />· Larger water users (e.g., BLM, Denver Water, PSFS) have unique issues and complexities <br />that wil1likelyrequire more explicit application of the survey (e.g., face to face meetings) <br />· Must get to the right person(s) to answer the questions (i.e., senior managers) <br /> <br />To help kick off Phase III of the assessment, news releases were forwarded to the Colorado <br />Cattlemen's Association, the Farm Bureau and th~ AgJoumal. DNR Executive Director Walcher <br />also wrote a letter that has been sent to the 1000 survey participants indicating our need for their <br />involvement and reiterating the important purpose of the project. The CWCB will be sending out <br />, <br />postcards and fact sheets to all the participants as a reminder that a telephone surveyor will be calling <br />within one month. ' <br /> <br />2003 Short-term Drought Response and Mitigation!Project: The Conservation and Drought <br />Planning Section is undertaking a project to identify and provide response information to mitigate the <br />effects of the impending drought impacts expected to occur during 2003. Impacts from 2002 will be <br />used as a baseline to identify the expected impacts to agriculture, tourism, public health, municipal . <br />. water supplies, wildlife, energy production, and wild~e. The project will also include a listing of <br />mitigation measures and government/private entities 1:I:\at are responsible for mitigation response or <br />action. <br /> <br />2002 Flood Documentation Report: CWCB has conttacted with ICON Engineering to complete a <br />2002 flood documentation report that includes individual field reports. Some of the flood events <br />were related to conditions created by wildfire bum areas. <br /> <br />La Plata County experienced several debris flow flood events that were a direct result of rainfall on <br />bumed watershed areas, while the City of Lamar and the Town of Wiley experienced flash flood type <br />events due to intense rainfall over rural (unbumed) watersheds in southeast Colorado. Flood <br />damages to properties in the Lamar area were experien~ed during a sununer 2002 flood event, and at <br />least one landowner has f1!ed a lawsuit against the Cityi of Lamar claiming that property damages <br />resulted from inappropriate actions by the City. <br /> <br />Icon Engineering is now completing its final in-house review of the draft flood documentation report <br />and we will begin our review. It is anticipated that the tinal report for the 2002 flood season will be <br />available for public release in late January. . <br /> <br />Colorado Climate Center Rain Gages: In 2001 we granted the Colorado Climate Center $5,000 for <br />an extensive rain gage network. The Climate Center now has local volunteer coordinators in 20 <br />counties and volunteer precipitation observers in 27 counties. On any given day the state is receiving <br />200-300 precipitation reports from volunteers, but by this sununer we should be receiving somewhere <br />around 1000 reports. Funding has been provided by the National Science Foundation Each year the <br />Climate Center must raise at least $30,000 in state, local and private funds to meet our cost share . <br />requirements.
