Rule 6g. are considered to apply to this rulemaking proceeding and do not need to be resubmitted or Ai
supplemented unless a party chooses to do so. On or before May 10,2004, the CWCB Staff may .
submit written comments to the CWCB and shall provide copies of any comments submitted to all
persons who have previously submitted written comments.

Oral Presentations

The opportunity for two types of oral presentations will be available to the public. The first,
referred to as Scheduled Oral Presentation, will be assigned a 15 minute time period on the agenda.
(NOTE: Time may be reduced depending upon the number of people seeking a Scheduled Oral
Presentation.) The second, referred to as General Public Comment, will be allowed three minutes or
less (determined by the available time and number of speakers) and scheduled on a "first come, first
serve" basis.

Scheduled Oral Presentations are available for persons who deliver their written comments to
the CWCB on or before April 26, 2004 and who attend the May 18,2004 prehearing conference, and
for Trout Unlimited and the Upper Arkansas Water Conservancy District based upon their
participation in the rulemaking proceeding originally scheduled for March 2004. If either ofthose
parties wishes to request a longer time slot to give comments on Rule 6i., that party must attend the
May 18, 2004 prehearing conference. Anyone that submits written comments by April 26, 2004 but
cannot attend the pre hearing conference may make a written request for a Scheduled Oral Presentation
on or before May 18, but will have to accept whatever time slot is available after those attending the
prehearing conference have been assigned a time slot.

Contents of Written Comments

Written comments may include any written data, views or arguments concerning the proposed
amendments to the Rules Concerning the Colorado Instream Flow and Natural Lake Level Program,
and may contain alternative amendments, legal arguments or briefs, and materials prepared by persons
other than the submitter. .
