Mr. <br />Cuykendall from Roggen." <br /> <br />Mr. Cuykendall of the Colorado Agricultural Plan- <br />ning Committee spoke first and distributed copies of a pro- <br />posed underground water bill to the Board members. He was <br />followed by Mr. Paul Lincoln, Del Norte, of the Colorado <br />Farm Bureau Ground Water Commission. Mr. L. V. Toyne, Execu- <br />tive Secretary of the Colorado Farm Bureau spoke next and <br />then Mr. Charles E. Sabin, attorney from La Junta,spoke on <br />the necessity of why some kind of underground water legis- <br />lation is necessary at the present time. <br /> <br />MR. PETERSON: <br /> <br />"Mr. Sabin, I would like to ask you <br />a question. You are familiar with this <br />bill which Mr. Cuykendall just passed <br />around and I am not, but in your opinion <br />do you feel that this bill gives ade- <br />quate protection to existing surface <br />water rights and that the bill: does give <br />the State Ehgineer the right to protect <br />surface water rights?" <br /> <br />MR. SABIN: <br /> <br />'7es. It gives authority to stop <br />or to cut out this evergrowing use of <br />our surface water supplies." <br /> <br />MR. MOSES: <br /> <br />"Anyone else like to make a state- <br />ment?
