<br />Studied streams: The report includes detailed 100-year floodplain information for Plum Creek, East
<br />Plum Creek, Indian Creek, West Plum Creek, Hangmans Gulch, Sellers Gulch, Unnamed Tributary to
<br />Sellers Gulch, Carpenter Creek, Cherry Creek, Happy Canyon Creek, Newlin Gulch, Baldwin Gulch,
<br />Sulphur Gulch, Tallman Gulch, Bayou Gulch, South Platte River, Horse Creek, Big Dry Creek, Daniels
<br />Park Drain, Drainageway 6600-02, Drainageway 6604-01, Drainageway 6605-01, East Willow Creek,
<br />Fourmile Creek, Highlands Gulch, Jarre Creek, Lehigh Gulch, Little Willow Creek, Louviers Gulch,
<br />Oxide Draw, Plum Creek Diversion Channel, Rainbow Creek, Sterling Gulch, Trout Creek, and West
<br />Creek. It includes approximate 100-year floodplain information for Badger Gulch, Bear Creek,
<br />Cottonwood Creek, Dad Clark Gulch, Garber Creek, Glade Gulch, Happy Canyon Creek Tributary,
<br />Haskins Gulch, Hunt Gulch, Jackson Creek, Jordan Road Tributary, Kinney Creek, KOA Tributary,
<br />Larkspur Butte Tributary, March Gulch, McMurdo Gulch, Mitchell Gulch, North Gulch, Oak Gulch,
<br />Oakland School Gulch, Piney Creek, South Newlin Gulch, Stark Creek, Tributary A, Tributary B,
<br />Tributary C, Tributary D, 6400 Tributary (East and West Forks), 6400 South Tributary, Dad Clark
<br />Gulch Tributaries 1-3, Drainageway 6631, East Dad Clark Gulch, East Dad Clark Gulch Tributary I,
<br />Fonder Draw, Marcy Gulch Tributary I, March Gulch Tributary 2, South Platte River Unnamed
<br />Tributaries 1-4, and Spring Gulch. The studied streams are in the South Platte River watershed.
<br />Technical issues: This study includes all major waterways within Douglas County and its incorporated
<br />municipalities and updates the maps to a Geographic Information System (GIS) platform. This restudy
<br />incorporates a large number of new studied reaches, both detailed and approximate. In addition, a
<br />number of Letters of Map Revision were also incorporated.
<br />Community response: This study was prepared by FEMA in cooperation with the Urban Drainage and
<br />Flood Control District (UD&FCD) and Douglas County and its incorporated municipalities as part of
<br />the National Map Modernization Program. One key element of the Map Modernization Program is
<br />community involvement throughout the process. Prior to publishing the new study, a final
<br />coordination meeting was held on March 25,2005 in which members ofFEMA, UD&FCD, CWCB,
<br />and Douglas County and its incorporated municipalities were present. The study was fully accepted
<br />and endorsed by all agencies at this meeting.
<br />Staff rmdings: The subject Flood Insurance Study revises and therefore supersedes previous versions of
<br />the County's regulatory floodplain information. CWCB staff has determined that the subject floodplain
<br />information for Douglas County and incorporated municipalities is in conformance with the CWCB's
<br />rules and regulations for floodplain designation and approval.
<br />Staff recommendation: Staff recommends that the Board: I) designate and approve the 100-year detailed
<br />and approximate floodplain information contained in said report for Douglas County and incorporated
<br />municipalities, and 2) authorize staff to prepare a floodplain resolution to be signed by the Director and
<br />transmitted to Douglas County, its incorporated municipalities, UD&FCD, and FEMA. This action is
<br />recommended in order to meet statutory requirements.
