This action is recommended in order to meet <br />statutory requirements. <br /> <br />Consent Al?:enda Item 3c <br />Floodplain resolution number: FPR 06-592 <br />Affected communities: Routt County, City of Steamboat Springs, Town of Oak Creek, Town ofYampa, <br />Town of Hayden <br />Name of study to be formally acted on: "Flood Insurance Study, Routt County, Colorado and <br />Incorporated Areas" dated February 2005. <br />Studied streams: The report includes detailed 100-year floodplain information for Burgess Creek, <br />Butcherknife Creek, Elk River, Fish Creek, Oak Creek, Soda Creek, Spring Creek, Walton Creek, <br />Walton Creek Side Channel, Dry Creek, and the Yampa River. It includes approximate 100-year <br />floodplain information for Walker Ditch, Shelton Ditch, Trout Creek, Middle Creek, Unnamed <br />Tributary, Unnamed Tributary to Walton Creek, and Unnamed Tributary to Burgess Creek. The <br />studied streams are in the Yampa River watershed. <br />Technical Issues: This study includes all major waterways within Routt County and its incorporated <br />communities and updates the maps to a Geographic Information System (GIS) platform. This restudy <br />incorporates a number of new studied stream reaches including the Yampa River near Steamboat . <br />Springs, Elk River, Burgess Creek, and Walton Creek. The Yampa River restudy includes two <br />separate flow splits just upstream of SH13I, south of the City of Steamboat Springs. A number of <br />Letters of Map Revision were also incorporated. <br />Community response: This study was prepared by FEMA in cooperation with Routt County and its <br />incorporated municipalities as part of the National Map Modernization Program. One key element of the <br />Map Modernization Program is community involvement throughout the process. Prior to publishing the <br />new study, a final coordination meeting was held on January 7, 2004 in which members of FEMA, <br />CWCB, Routt County, the City of Steamboat Springs, the Town of Hayden, the Town ofYampa, and the <br />Town of Oak Creek were present. The study was fully accepted and endorsed by all agencies at this <br />meeting. <br />Staff fmdings: The subject Flood Irisurance Study revises and therefore supersedes previous versions of <br />the County's regulatory floodplain information. CWCB staff has determined that the subject floodplain <br />information for Routt County and its incorporated municipalities is in conformance with the CWCB's <br />rules and regulations for floodplain designation and approval. <br />Staff recommendation: Staff recommends that the Board: I) designate and approve the 100-year detailed <br />and approximate floodplain information contained in said report for Routt County and incorporated <br />municipalities, and 2) authorize staff to prepare a floodplain resolution to be signed by the Director and <br />transmitted to Routt County, its incorporated municipalities, and FEMA.
