Create a PowerPoint presentation suitable for teaching a one-day workshop related to floodplain <br />map modernization in Colorado and to con;vey the lessons learned from the Pilot Study. <br /> <br />I <br />In: general, the Pilot Study effort has created a new road map for staff, consulting firms, and other <br />floodplain mapping partners to use for future floodplain studies in Colorado. The draft Pilot Study was <br />completed in early July 2003 and will be finalized :in August 2003. <br /> <br />FEMA 2003 ACTIVITIES <br />CWCB staff members are currently working with FEMA, the Urban Drainage and Flood Control <br />District, and local officials from Douglas County, :the City and County of Denver, and Boulder County <br />to develop Mapping Activity Statements for i Countywide Digital Flood In:surance Rate Map <br />conversions and related work in the very near future. FEMA has offered floodplain mapping grant <br />funds to initiate work in those three Counties. Staff will update the Board at the September meetings <br />when more information is available regarding these efforts. <br /> <br />BUSINESS CASE PLAN <br />The CWCB plans to select and contract with an engineering consulting firm for services related to the <br />. Colorado Map Modernization hnplementation Plan. FEMA notified Colorado and other states of an <br />opportunity to apply for a new grant under the CAP-MAP-SSSE program, which is now incorporated <br />into the Department of Homeland Security. The new funding is to be used to manage &l1d support the <br />multi-hazard Flood Map Modernization Program. i <br /> <br />FEMA is asking States to develop, within a6 Il'lonth time period, a multi-year Business Case Plan <br />(BCP). The BCP must cover a minimum of 5 yelJIs and define the State's plan for managing selected <br />components of the flood hazard mapping program. The CWCB has requested and will be receiving a <br />$30,000 grant from FEMA for the BCP, however! additional State funding will be applied to the grant <br />in order to meet the 25% non-federal cost share r~quirement (we anticipate a total contract amount of <br />approximately $40,000), We are also in the proc6ss of reviewing FEMA guidance documents and are <br />drafting a Scope of Services for the BCP effort. ' <br /> <br />The goals of the BCP are: <br />,. Develop at1lanagement plan that will allow the cweB to take charge of and manage the <br />floodplain mapping activities in Colorado. This will prevent FEMA from solely making <br />important decisions related to mapping priorities and funding in Colorado. <br />. Develop protocol for appropriate coordination among floodplain mapping partners including <br />the Urban Drainage & Flood Control District, Local Governments, FEMA, and engineering <br />. ." '. consultants. (i.e: Urban Drainage will be the lead agency for the 7 county Denver Metropolitan <br />. , area within their jurisdiction).! .. <br />. Establish standards and procedures for hydrology, hydraulics, GIS, and other technical features <br />related to the program. (i.e. determine how old technical information, such as hydrology, should <br />be integrated into new studies or discarded ifit is deemed to be inappropriate). <br /> <br />Flood Protection.
