I <br />By completing the MMIP, the CWCB was posit,oned to receive substantial federal funding in <br />order to .begin' addressing.Colorado's floodplain mapping needs. The estimated cost to <br />. modernize and update existing (outdated) maps, ,and address thousands of miles of unmapped <br />floodplains throughout Colorado is on the order of 30 to 4:0 million dollars. <br /> <br />Completion of the 4 steps resulted in the public~tion ofa Plan (MMIP) for Colorado that then <br />lead to a regional plan and nationwide plan by FE:t).1A. <br />i <br /> <br />Staff recommended and the Board approved, ~t its July 2002 meeting, a resolution that <br />supported the Colorado Map Modernization Implementation Plan effort and President Bush's <br />proposed FY '03 budget that included more than $300 ml1lion for floodplain mapping throughout <br />the nation. . <br /> <br />Successful completion ofthe MMIP provided strohg support to FEMA and assisted in the approval by <br />Congress of half of the President's requested budget ($150 million dollars approved by Congress) to <br />be used for Floodplain Map Modernization nationivide. Colorado will receive a reasonable share of <br />that funding for activities within the state. i . <br /> <br />GIS PILOT STUDY i <br />Using a combination of FEMA and floodplain mapping funding for a total of about $60,000, the <br />CWCB selected and contracted with the consulting team of URSlDewberry to act as the CWCB's <br />Temporary Mapping Coordinator (TMC) and tol conduct a GIS Pilot Study to related to the Map <br />Modernization Implementation Plan. The consulting team, led by CWCB staff, was responsible for <br />two main tasks within the subject project. i, <br /> <br />The first major task within the project was the iTMC~ The coordinator was available during the <br />contract period to assist CWCB staff with tasks critical'to the success of achieving goals set forth for <br />the Pilot .Study (described below). The TMC worked part-time from the CWCB offices and was <br />instrumental in organizing and facilitating the c9ordination and progress meetings related the Pilot <br />Studies. ' <br /> <br />The second major task involved the GIS Pilot: Study. The consulting team conducted studies in <br />Douglas and Teller counties. The pilot studies included. 5 main steps: <br /> <br />. Review and technically assess the base mapping characteristics of existing available floodplain <br />information for select areas within the two ~oun~ies for compatibility with GIS applications. <br />. Utilize newly completed post-wildfire flood haz;ard information from the Hayman bum area for <br />inclusion in the Pilot Study GIS products for Douglas and/or Teller Counties. <br />. Prepare new electronic floodplain mapping for each of the two counties using state-of-the-art <br />W. . <br /> <br />Flood Protection. Water Project Planning and Fin~ncing .
