This detailed schedule will be included as an exhibit to the REP. <br /> <br />(10) A determination of what facilities must be relocated, including roads, railroads, <br />pipelines, utilities, bridges, and cemeteries, and whether or not Section 111 of 72 Stat. 303, as <br />amended, applies. An attorney's opinion of compensability must be made by Govermnent. A <br />statement of the cost of relocations must be included. The value of the land and associated costs <br />for facility relocations in the baseline cost estimate. In addition, the REP will include a statement <br />as to whether the Government, the local sponsor, or the owner(s) will be responsible for the <br />relocation and acquisition of new rights-of-way, and the costs for relocation and land to be <br />acquired allocated to each entity. <br /> <br />(11) A discussion of the attitude of the landowners toward the project. <br /> <br />(12) Any other relevant real estate information appropriate for the project. <br /> <br />(13) Quality Control. The quality control (QC) processes described in the QC Plan <br />will be performed for all work, including an independent technicall review of all products. <br />"\,: . <br /> <br />2.11 ECONOMIC STUDIES. This item will be performed by the Government in accordance <br />with ER 1105-2-100, ER 1105-2-101 and all applicable regulations. Some in-kind assistance from <br />the City is indicated in some study aspects. The studies which shall be conducted include the <br />following: <br /> <br />a. GATHER HISTORICAL FLOOD INFORMA nON. Historical flood information will <br />be acquired to insure that study objectives and flood reduction alternatives are consistent with <br />flood problems. This data will be obtained from published and other available sources, including <br />data recently collected by the City for flooding within the last several years. The information will <br />be correlated with study damage estimates and geographic areas to obtain consistency with past <br />occurrences. '" -'." .. ....-" <br /> <br />b. FUTURE CONDITIONS IN THE BASIN; Future basin land use will be estimated to <br />insure that project formulation and analysis accounts for flow changes over time. Changes in land <br />use patterns may impact drainage conditions; which 'affect project sizing, damages and benefits. <br />The projections will be made using available mapping, elCam;ning Federal and State demographic <br />estimates, local masterplans, and consulting with local planners. This activity will use information <br />developed by the local sponsor. <br /> <br />c. DELINEATE THE AFFECTED AREA INTO ECONOMIC/HYDROLOGIC <br />REACHES. The flood plain will be delineated by geographic reaches to insure that project <br />formulation and damage/benefit calculations are appropriate.
