The reach defInitions will be made bY'fue Study Team. <br /> <br />d. DETERMINE EXISTING INVENTORY <br /> <br />(I) DETERMINE STRUCTURE AND CONTENT VALUES AND ELEV A nONS. <br />Structure/content values and elevations are required to derive average annual damages and <br />benefits. There are estimated to be less than 1,000 structures in the Florence flood plain. An <br />estimated four flood plains will be delineated on aerial photography. Structure size will be <br />estimated from field inspection and measurement from available aerials. The structure type, <br />construction, and value will be determined by field inspection of all commercial structures, using <br />the Marshall and Swift Valuation Service and local appraisers and realtors. Commercial content <br />values will be estimated through use of in-house data, supplemented by field interviews (estimated <br />at less than 40) when appropriate. Th~ saIIle pro,cess will be accomplished for residential and <br />public properties, except that a sample may be taken when appropriate. All surveys will use <br />appropriate statistical designs and analyses, and surveys will be based on OMB-approved <br />questioooaUe items. Structure first floor elevations will be estimated based on aerial, topographic <br />maps, and by field survey. <br /> <br />(2) FUTURE FLOOD PLAIN GROWTH. Estimates on the value, elevation, <br />character, and location of future growth will be needed to derive damages and benefits. The <br />vacant land within the flood plain will be identified, using available mapping. Federal, state and <br />local population growth and land-use forecasts will be used to identify structure growth or removal <br />with the flood plain. <br /> <br />(3) OTHER DAMAGEABLE CATEGORIES. Values for other damageable <br />categories within the flood plain are neede\l to de~v~ damages and project benefits. The primary <br />items are agriculture, streets, utilities, railroadS, and vehicles. These will be derived as follows: <br /> <br />(a) Agriculture will be inventoried in acres and damages will be estimated based <br />on type of crop, season of the estimated damages, and use crop budgeting information from <br />Colorado State Uuiversity. <br /> <br />(b) Streets, utilities, and railroads will be estimated from aerial measurements, <br />field surveys, Marshall and Swift Valuation Service estimates, and interviews with the City <br />Engineer, railroad companies, and local utilities. The quantity of vehicles will be estimated based <br />on state vehicle records for the area. Vehicle values will be estimated from field survey and local <br />experts. Estimates of vehicles in the flood plain by time of day will be based on structure types. <br /> <br />e. DETERMINE DEPTHIDAMAGE RELATIONSHIPS. Depth/damage relationships are <br />needed to derive average annual damages and benefits. The curves used in this analysis will be the <br />latest developed by the Flood Insurance Aclmini.tration (FIA) at the time of the study. This will <br /> <br />SECTION B, PAGE 14 <br />
