Structural features will be designed sa that a firm estimate af casts can be made based <br />upan unit quantities af materials. Minar features may be estimated an a lump sum basis after <br />determining the size af the feature and camparisan af casts af similar features. Estimates af first <br />cast shall be based an current average unit canstructian price levels and itemized inta majar unit <br />elements. Average annual casts for each alternative will alsa be develaped, fallawing current <br />Carps af Engineers' criteria. The average annual casts will include aperatian and maintenance <br />casts and majar replacement casts. All cast estimate calculatians will be displayed and <br />dacumented, such that future updates can be easily made. This will include a baseline cost <br />estimate, using Carps af Engineers' Cade af Accaunts, and a detailed cast estimate, using the <br />Micra Camputer Assisted Cast Estimating Service (MCACES) camputer pragram. Plates ta <br />accampany the design and cost estimate will include a general plan af the selected plan and <br />sufficient plates to shaw plan and profile, typical sections, and ather significant features of the <br />selected plan. <br /> <br />c. All design will be in accordance with Corps of Engineers' standards and criteria, unless <br />deviations are approved by the District Engineer. Cost estimates will be prepared in accordance <br />with EM 1110-2-1301. <br /> <br />d. The quality control (QC) processes described in the QC Plan will be performed for all <br />work, including an independent technical review of all products. <br /> <br />2.10 REAL ESTATE. This work is to be performed by the Government in coordination with the <br />sponsor. The work will include a gross real estate appraisal, the preparation of a real estate <br />report, cost estimates, and schedules. <br /> <br />I AI c,kJ;... ~ <br /> <br />a. Upon receipt of the preliminary design drawings, the Government will establish tract <br />ownership data, acreage, estates, and prepare (or have the sponsor prepare) rights-of-way maps. <br /> <br />b. A real estate gross appraisal will be prepared based on the following detail: <br /> <br />(I) Maps of the project area with sufficient detail will be reviewed to identify the lands <br />and improvements that will be impacted by the proposed project. Market data will be gathered to <br />determine recent land sales and offers far sale of properties that are comparable to the properties <br />required for the proposed planes). This market informatian will be the basis for values of the <br />various types of properties within the proposed project. <br /> <br />(2) A detailed inspection of the praposed project area will be performed noting types <br />af ownerships and the number and value of each within the project limits. Any awnership that <br />may be damaged by the project will also be determined. <br /> <br />(3) After all the field work is completed, a written report will be prepared giving a <br />general description of the project area, a summary of the highest and best use af the land involved, <br /> <br />SECTION B, PAGE 11 <br />
